It is the only report of its kind, resulting from the collaboration and contributions of the 26 UN agencies, commissions, program, funds, secretariats and conventions that have a significant role in addressing global water concerns. The news media are full of talk of crises - in climate change, energy and food and troubled financial markets. These crises are linked to each other and to water resources management. Unresolved, they may lead to increasing political insecurity and conflict. Water is required to meet our fundamental needs and rising living standards and to sustain our planet‘s fragile ecosystems. Pressures on the resource come from a growing and mobile population, social and cultural change, economic development and technological change. Adding complexity and risk is climate change, with impacts on the resource as well as on the sources of pressure on water. The challenges, though substantial, are not insurmountable. The Report shows how some countries have responded. Progress in providing drinking water is heartening, with the Millennium Development Goal target on track in most regions. But other areas remain unaddressed, and after decades of inaction, the problems in water systems are enormous and will worsen if left unattended. Leaders in the water sector can inform decisions outside their domain and manage water resources to achieve agreed socioeconomic objectives and environmental integrity. Leaders in government, the private sector and civil society determine these objectives and allocate human and financial resources to meet them. Recognizing this responsibility, they must act now! The focus is on showing the role and geographical diversity of groundwater—a natural resource of great importance in daily life, but poorly understood by the general public and even by many water sector professionals. The book starts by analysing groundwater in the context of the hydrological cycle. Subsequently, groundwater systems as physical units, with their boundaries mainly defined by geological conditions, are reviewed. The report asserts that mismanagement, corruption, lack of appropriate institutions, bureaucratic inertia and paucity of investment in human and physical sources mar water management today. The situation calls for right policy decisions and adoption of sustainable practices. The problem is acute in India because of its high population density, space and time variability of rainfall and increasing depletion and contamination of its surface and groundwater resources. Most water resources in India are contaminated by sewage and agricultural run-off. Besides, overuse of pesticides and chemicals in agriculture is the primary cause of groundwater pollution in India. Further, uneven water distribution across the country is another aspect of water problem. A large area of the country is water deficit whereas a small part is bestowed with abundance of water. This has led to inter-state conflicts. The present anthology contains well researched articles by eminent scholars who have deeply analysed the problem and its various implications. Major factors responsible for the problem have been studied in detail and some measures have been suggested to retrieve the situation. Book excerpt: Excavations at the Bronze Age seaport on Pseira Island uncovered the remains of sophisticated water retention systems that included the addition of retaining walls to prevent erosion, massive dams with associated reservoirs, and small check-dams to ravines that reached over one hundred meters in length in order to control water runoff and make it available for human use. Agriculture was one of the cornerstones of the Bronze Age Cretan economy, and it is no surprise that the ancient inhabitants of the island went to great lengths to control water runoff and make it available for human use. Despite the application of traditional archaeological survey methods, the full extent of the water management systems was not understood fully as the island's rugged topography prevented intensive and thorough survey of many places. The use of a differential Global Positioning System (dGPS) unit provided the opportunity to take a fresh look at the evidence for water management on the island. The results of this study contribute substantial amounts of new information on the little known subject of Minoan water conservation and control.

Asia is home to many of the world's great rivers and lakes, but its huge population and booming economies make it the most water-scarce continent on a per capita basis. Over extensive irrigation, pollution, and global warming add to the demographic and economic pressures on Asia's fresh water supplies. The location of the sources for much of South and Southeast Asia's fresh water is in the Chinese controlled Tibetan Plateau, and China's increasing exploitation of these water sources have created growing geopolitical tensions that could boil over into conflict. India is reliant on fresh water from Tibet, which gives the Chinese uncomfortable leverage over India and further exacerbates their unsettled border disputes. Vietnam, Bangladesh, Pakistan, and other countries of the region also find themselves in similarly vulnerable positions where water is scarce and the sources are increasingly being exploited and polluted upstream by the continent's most powerful country. Brahma Chellaney proposes strategies to avoid conflict and more equitably share and preserve Asia's water resources.
