Download or read book Tax Increment Financing and Economic Development Second Edition written by Craig L. Johnson and published by SUNY Press. This book was released on 2019-07-10 with total page 368 pages. Available in PDF, EPUB and Kindle. Book excerpt: Examines the many issues raised by TIF, the most widely used tool of local economic and community development. This book brings together leading experts to examine the evolving nature of tax increment financing (TIF), the most widely used tool of local economic and community development. Originally designed as an innovative approach to the redevelopment of blighted areas, it has become a more general-purpose tool of economic and community development. Contributors offer case studies of the uses, structures, and impacts of TIF projects alongside more general discussions on the theoretical, financial, and legal bases for the use of TIF. They also explore its effect on overlapping jurisdictions such as cities, counties, and school districts. Some of the case studies capture TIF at its best—redeveloping areas that would likely never develop without substantial incentives. Other cases highlight questionable uses, especially where it has been used in new ways that those who developed the tool never envisioned. Originally published in 2001, the book was called “…a major contribution to the debate on the efficacy of such economic development financing tools as TIF…” by the journal Public Budgeting & Finance. Clear, comprehensive, and timely, this new edition features the latest research and thinking on TIF, including the political, legal, and even ethical issues surrounding its use.

Book Improving Tax Increment Financing TIF for Economic Development

Download or read book Improving Tax Increment Financing TIF for Economic Development written by David Merriman and published by . This book was released on 2018-09-05 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Economist David Merriman of the University of Illinois at Chicago reviews more than 30 individual studies in the most comprehensive assessment of tax increment financing (TIF) with practical recommendations for policy makers and practitioners. The report finds that while TIF has the potential to draw investment into neglected places, it has not accomplished the goal of promoting economic development in most cases. First implemented in the 1950s, TIF funds economic development within a defined district by earmarking increases in future property tax revenues that result from increases in real estate values in the district. The tax revenue can be used for public infrastructure or to compensate private developers for their investments, but TIF is prone to several pitfalls: it often captures some revenues that would have been generated through normal appreciation in property values, it can be exploited by cities to obtain revenues that would otherwise go to overlying government entities such as school districts, and it can make cities' financial decisions less transparent by separating them from the normal budget process. The report recommends several ways that state and local policy makers can reform TIF practices going forward.

Available in PDF, EPUB and Kindle. Book excerpt: Technological innovation is a primary engine of long-term economic growth, and research and development (R and D) serves as the lifeblood of innovation. The federal government encourages businesses to invest more in R and D than they otherwise would in several ways, including a tax credit for increases in spending on qualified research above a base amount. This book describes the current status of the credit, summarizes its legislative history, discusses policy issues it raises, and describes legislation to modify and extend it. Moreover, the book focuses on the effects of a patent box on encouraging research and development in the United States.

Book A Possible Relationship Between Race and Tax Increment Financing District Expenditures in Chicago

Download or read book A Possible Relationship Between Race and Tax Increment Financing District Expenditures in Chicago written by Michael Hirsch and published by . This book was released on 2015 with total page 96 pages. Available in PDF, EPUB and Kindle. Book excerpt: Chicago makes extensive use of tax increment-financing (TIF) districts, which harness growth in property tax revenues to promote economic development in the district. The benefits of these districts are not necessarily equally distributed throughout the city, and while previous analysis has focused on where TIF districts are located, there has been less focus on the level of TIF expenditures within TIF districts. Recognizing the presence of widespread racial segregation in the city, this study examines whether there is a correlation between the level of TIF expenditures and the minority composition of an area at the block group level in a single year. Using city information on TIF expenditures and information from the US Census, I find that there may be a negative relationship between TIF expenditures and the share of the residents of a block group who are Black.

Book How Tax Increment Financing TIF Districts Correlate with Taxable Properties

Download or read book How Tax Increment Financing TIF Districts Correlate with Taxable Properties written by Randall K. Johnson and published by . This book was released on 2018 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: This article deals with Tax Increment Financing (TIF), which is a popular economic development tool. TIF borrows against future tax revenues to subsidize current development projects. In Illinois, this economic development tool is justified by its promise to expand the local tax base: by increasing tax revenues, increasing the number of tax payers or increasing the number of taxable properties in the area. However, it is not clear that TIF delivers on its promise. A new dataset, which is introduced in this article, helps to clarify the issue. It does so by providing information about the number of TIF Districts in suburban Cook County, Illinois, the number of taxable properties therein and the nature of the relationship between these variables. If these variables move together, which would indicate that TIF Districts positively correlate with taxable properties, this article will find that TIF delivers on its promise.

Book Tax increment Financing

Download or read book Tax increment Financing written by Rob Kerth and published by . This book was released on 2011 with total page 42 pages. Available in PDF, EPUB and Kindle. Book excerpt: Local and state governments use various tools to encourage development in economically challenged areas. Tax-increment financing (TIF) has been a leading tool used for this purpose. TIF allows cities and towns to borrow against an area’s future tax revenues in order to invest in immediate projects or encourage present development. When used properly and sparingly, TIF can promote enduring growth and stronger communities. When used improperly, however, TIF can waste taxpayer resources or channel money to politically favored special interests. To protect the public interest, governments should impose strong safeguards that ensure that TIF projects are implemented through a transparent, accountable process with clear and compelling goals.
