Download or read book A Theory of Military Compensation and Personnel Policy written by Beth J. Asch and published by Rand Corporation. This book was released on 1994 with total page 141 pages. Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this study is to develop a unified model that will permit an analysis of all the various issues relating to the military compensation system. This report develops a theoretical framework that allows an evaluation of the militarv pay and retirement system. Our analysis aims at addressing the traditional macroeconomic questions and two additional microeconomic questions that have received little attention: Does the system motivate personnel to work hard and effectively? and Does the system promote the best person/job/rank matches?

Available in PDF, EPUB and Kindle. Book excerpt: Military pension policies are as old as the republic itself and reside at the intersection of American social, economic, and defense policy. But as the nation’s social and economic circumstances underwent dramatic changes over the last half century, military pension policy remained static, stuck in the personnel and retirement model of the industrial age. This book examines why. Integrating policy history, theory, and practice, Twenty Years of Service provides the most comprehensive examination of US military pension policy in a generation. Brandon J. Archuleta sets the stage with an exploration of the rise, evolution, and transformation of the veterans’ policy subsystem from the American Revolution through World War II. The ensuing theoretical overview explains how the military personnel policy subsystem achieved the autonomy it enjoyed from 1948 to 2018; it also offers a new perspective on autonomous policy subsystems in general, which helps to account for the long-term pension policy stasis. In practical terms, Archuleta explores the role of the successful 2015 Military Compensation and Retirement Modernization Commission as an institutional venue for policy change during the congressional budget battles of the 2010s. Through extensive archival research, illustrative case studies, and field interviews with Pentagon bureaucrats, congressional staffers, veterans’ lobbyists, defense scholars, and journalists, Twenty Years of Service brings the policymaking process to life. Its insights will prove invaluable to policy scholars and defense practitioners alike.

Book Analysis of a Time In Grade Pay Table for Military Personnel and Policy Alternatives

This book was released on 2021-02-28 with total page 134 pages. Available in PDF, EPUB and Kindle. Book excerpt: Federal law mandates that every four years the Secretary of Defense conduct an assessment of the military compensation system, resulting in a Quadrennial Review of Military Compensation (QRMC). In response to this request articulated in Section 603 of the Senate Armed Services Committee version of the National Defense Authorization Act of 2019, the 13th QRMC is providing an assessment of the effects of a time-in-grade pay table for military personnel, particularly on readiness. A time-in-grade pay table would set pay based on pay grade and years of service within a grade, in contrast to the current time-in-service pay table, which sets pay based on pay grade and years of service inthe military.

Book Assessing Compensation Reform

Download or read book Assessing Compensation Reform written by Beth J. Asch and published by RAND Corporation. This book was released on 2008 with total page 142 pages. Available in PDF, EPUB and Kindle. Book excerpt: Military compensation is a pillar of the all-volunteer force. It is a fundamental policy tool for attracting and retaining personnel, and its structure-and the incentives implied by its structure-can affect U.S. service members' willingness to join, exert effort, demonstrate their leadership potential, remain in the military, and, eventually, exit the military at an appropriate time. Military compensation is a composite of current pay and allowances, special and incentive pays, health benefits, disability benefits, retirement benefits, and other benefits. Its importance to the readiness and morale of the force is such that it is reviewed every four years to determine whether it is adequate to meet the U.S. military's objectives. To inform the 10th Quadrennial Review of Military Compensation, this monograph presents an in-depth examination of the mix and structure of the U.S. military's current retirement-benefit system and several policy alternatives. The study included the development of a model that was estimated and used to run a series of simulations based on active-duty and reserve personnel data to track the careers and potential decisionmaking of military personnel across the services. The simulation results were then assessed in terms of their cost-effectiveness and ability to meet the services' expectations for accession, retention, and career mobility.

Available in PDF, EPUB and Kindle. Book excerpt: The military compensation system costs about $40 billion a year. No overall guiding policy or principle for compensating military personnel has been established. The private sector is the standard for setting and adjusting federal civilian pay. In order to attract, retain, and motivate the quality and quantity of military members necessary to maintain the desired level of national security at a minimum cost to the government, a decision must be reached on the method of implementation for military pay principles. Two alternative approaches have been suggested: comparability and competitiveness. Comparability approaches use wage surveys of other workers as a guide to setting and adjusting pay based on age-earnings profiles and job difficulty. Competitive approaches are based on the principle that compensation should be adequate to attract and retain the desired quantity and quality of personnel, but should not be more than necessary for this purpose. Comparability approaches provide stability and security to service members, but lack flexibility to adjust to changing manpower needs. Competitive approaches provide the flexibility necessary to adjust compensation to changing military manpower needs; however, they lack a clearly defined level of stability to ensure members that their pay will remain roughly comparable to pay for federal civilians and private sector employees. A combination of the best qualities of both comparability and competitiveness may be necessary to satisfy the need for stability and flexibility in the military compensation system. The Department of Defense, the services, and the Office of Management and Budget are subjected to competing pressures which make any future agreement on military pay principles unlikely. A permanent, independent compensation board would be better able to reach an agreement on military pay principles.

Book Estimating Military Personnel Retention Rates

Download or read book Estimating Military Personnel Retention Rates written by Glenn A. Gotz and published by . This book was released on 1980 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: A Dynamic Econometric Retention Model (DERM) is designed for studying the effects of alternative compensation policies on the retention behavior of Air Force officers, including the Uniformed Services Retirement Modernization Act, the President's Commission on Military Compensation, and the Uniformed Services Retirement Benefits Act. DERM is a model of sequential behavior containing the appropriate econometric method for estimating retention rate. The econometric method is a maximum likelihood procedure endogenously determined by the specification of the behavioral model. It differs from earlier approaches in that it explicitly considers behavioral effects flowing from decomposing the disturbance term into permanent and transitory components. An implication of DERM is that retention rates depend both on prospective future returns to remaining in the military and on past occurrences. If this is correct, then simple regression models should overpredict the retention gains of proposed compensation policies, exactly what happens in two recent reenlistment studies using regression analysis.

Book excerpt: PCS involves moving military personnel to new locations and is a key tool used by the military services to fill assignments both in the United States and overseas. In fiscal year 2014, DOD obligated $4.3 billion for approximately 650,000 servicemember PCS moves. Senate Report 113-176 included a provision for GAO to report on aspects of the PCS program. This report evaluates the extent to which (1) PCS per-move costs have changed since 2001, (2) military personnel are meeting time-on-station requirements, and (3) OSD's September 2014 study on increasing time-on-station addressed the elements in Senate Report 112-196 and used approaches consistent with generally accepted research standards. GAO analyzed PCS cost and move data for fiscal years 2001 through 2014 using fiscal year 2014 dollars; obtained and analyzed available time-on-station data; reviewed OSD's September 2014 report to Congress on increasing time-on-station; and interviewed OSD and service officials.

Book The Cost of a Military Person year

Download or read book The Cost of a Military Person year written by Carl J. Dahlman and published by Rand Corporation. This book was released on 2007 with total page 162 pages. Available in PDF, EPUB and Kindle. Book excerpt: This work presents a new method of estimating the cost of a military person-year that focuses on the actual cost of the retirement benefits that the federal government must provide to military personal, where previously available measures focused only on annual retirement-fund accrual costs. A major implication of this alternative calculus is that truly effective force management requires an increased focus on the cost of personnel.

Book Military Compensation Trends and Policy Options

Download or read book Military Compensation Trends and Policy Options written by and published by . This book was released on 1999 with total page 61 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since 1998, the armed services and Congress have engaged in a vigorous policy debate on military personnel issues and the adequacy of military compensation. Although this debate is not over, so far it has led to the passage of significant increases in military compensation, a restructuring of basic pay, and a re-reform of military retirement benefits. In addition, certain special pays have been increased, a step has been taken toward the introduction of a 401(k)-type thrift savings plan for service members, and a number of proposals have been put forth to increase the level of educational benefits.
