A clause is a part of a sentence having a subject and a predicate. Clauses may be classified as to rank and as to meaning, or use. Classified as to rank, clauses are principal and subordinate; sometimes the words independent and dependent are used. The term principal is more accurate than independent, hence in this manual its use is preferred. As a rule, clauses are rarely independent. Occasionally such a construction occurs. In the sentence, He runs, as it were, on the wings of the wind, the clause, as it were, is strictly independent; that is, it has no grammatical connection, whatever, with the remainder of the sentence. It may have most of the ordinary uses of a noun, but not all. For instance, a noun clause cannot be used as a possessive modifier. It has been discussed in all its phases from the primary school to the senior year of the great university, but it still lacks much of being settled. Close observers are still complaining that the results obtained are not commensurate with the time devoted to the subject. The English used by the average college student is still held up for ridicule by the press and the platform. A short glance backwards may not be out of place. Twenty-five years ago but little instruction in English was given to pupils in the common schools until they had reached the age of twelve or fifteen, at which time they began the study of technical grammar. Pupils were expected to commit all the definitions, rules, exceptions to the rules, and exceptions to the exceptions, but they were expected to write nothing at all, or, at most, but very little. It was generally believed that a pupil would use correct English when he could correct the examples of "false syntax," and could analyze and parse Pope's "Essay on Man," Milton's "Paradise Lost," or Pollok's "Course of Time." To think, and to express thoughts clearly and unambiguously, are forms of skill. And no skill is acquired without carefully examined practice. It is never enough merely to practise, for if the activity, no matter what it is, be badly done, practice will simply strengthen the faults. If children are to be taught both to think clearly and to express their thoughts precisely, they must be led to consider both thought and expression - to form the habits of knowing exactly what they mean and of putting that meaning unambiguously into words.
