The language of neoliberalism explains how the white racial frame operates like a web of racial meanings that connect social groups with economic policy, geography, and police brutality. When America was racially segregated, elites consented to political pressure to develop and fund white-public institutions. The black civil rights movement eliminated legal barriers that prevented racial integration. In response to black civic inclusion, elite whites used a language of white-private/black-public to deregulate the Voting Rights Act and banking. They privatized neighborhoods, schools, and social welfare, creating markets around poverty. They oversaw the mass incarceration and systemic police brutality against people of color. Citizenship was recast as a privilege instead of a right. Neoliberalism is the result of the latest elite white strategy to maintain political and economic power.

Third, a solution is offered to get the country back on course, always with a focus on returning to our founding principles and the Constitution.The Authentic Constitution (1) Provides detailed evidence to support the contention that the Fourteenth, Fifteenth, Sixteenth, and Seventeenth Amendments were not properly ratified; (2) It unreservedly supports the view that the judiciary is not the sole arbiter of the Constitution and that only the parties to the case are ever bound by a court s decision; (3) It supports the view that the Bill of Rights is applicable only to the federal government and that each state has its own enumeration of rights that is applicable to each state; (4) It maintains that complete control over immigration was never constitutionally transferred from the states to the federal government and that this transfer could only have been accomplished properly by a constitutional amendment; and (5) It supports the view that although the right of the people to keep and bear Arms, ... [cannot] be infringed (Second Amendment), it equally supports the notion that each state must maintain an active militia, composed of the armed citizenry of the state (the well regulated Militia of the Second Amendment), as the Constitution requires. Book excerpt: This project grew out of a recognition that I could fmd no aggregate measure of the amount of regulation beyond crude proxies such as the number of pages in the Federal Register. As I began to address this specific issue. I became much more aware of two things -- the enormity of regulation in the u.s. economy and the relative absence of economic research into the macroeconomic consequences of those regulations. While I would have readily granted the idea that many economist'> knew more about regulation than I did, I would have thought my knowledge of regulation to be at least up to the average economist's. My graduate training in the early to mid 1980s included special attention to the field of "public choice" and related topics, all of which occasionally explored regulatory topics. Moreover. I had at least a passing knowledge of the debates concerning deregulation in the late 1970s and early 1980s. Because of this, my own ignorance of regulation's actual expanse and its aggregate consequences startled me and heightened my interest in expanding empirical research into regulation as a macroeconomic influence. The more I thought about graduate macroeconomics classes and texts, the more that I realized the exclusion of regulation as a macroeconomic topic in spite of its massive scale and far-reaching tentacles.
