Book excerpt: This thesis analyzes the methods used to produce the U.S. Army Five Year Field Grade Officer Promotion Plan. The officer promotion system is formulated in terms of personnel flows. Calculations used within the system are then consolidated to present a promotion model. The current microcomputer implementation of the promotion model is presented, showing severe limitations as an analytical tool. A mainframe implementation is then demonstrated, showing significant advantages over the previous technique. The proposed flow model Proplan offers to the force planner a tool which accurately produces the promotion plan. Other characteristics of Proplan show that this implementation is flexible, responsive, and should be used to produce the promotion plan. Book excerpt: The Army is not meeting its promotion obligations in the field grade ranks, and is not in compliance with the provisions of the Defense Officer Personnel Management Act of 1980 (DOPMA) and the Goldwater-Nichols Act of 1986. Specifically, the Army lags behind the Navy, Air Force, and DOPMA in percentages of officers selected for field grade promotion and on pin on points. Additionally, the Army is failing to achieve minimum promotion floors for joint service officers to the rank of colonel. Although the current downsizing of the Army is a partial contributor to this situation, the problems existed before the downsizing started. Current Army personnel and selection board practices, and projected solutions to the field grade and joint officer promotion problems are incremental, and they will not solve these problems in the long term. The personnel management tools are available to correct the promotion problems, but this can only occur if the Army changes its paradigms on officer promotion, retention and assignments. This study proposes long term solutions utilizing additional personnel management tools and changes in the Army's personnel management and promotion paradigms. The purpose of the proposed changes are for the Army to achieve conformity with existing laws, and to maintain an officer corps that is trained and ready for land warfare into the 21st Century.

Book excerpt: The Army established the Combined Arms and Services Staff School, a captain-level course, to partially implement the recommendations of the Study Group for Review of Education and Training for Officers. Concurrently, the Army changed AR 135-155 so that this course would satisfy educational requirements for the promotion of Reserve Component officers to all field grades. However, the Command and General Staff College is offering only a resident version of this course, severely limiting RC officers' access to it. Moreover, the college intends to delete the substance of this course from its Command and General Staff Officers Courses. Thus the Army is on the verge of separate formal educational systems for Active and Reserve Components. This study reviews US law pertinent to AC and RC officer promotions, the RETO study, implementation plans for the RETO recommendations, and current status of officer military education programs. Additionally, this study identifies outstanding issues and makes recommendations regarding the Army educational system and officer promotions. (Author).

Book excerpt: The purpose of this study is to estimate the effect of graduate education on the promotion of a U.S. Army field grade officer. In addition, this thesis investigates whether or not there are significant differences among career fields of the Officers Personnel Management System. To do so, a probit model and three correction models are built. The first correction model uses the Heckit method to correct for sample selection bias. The second model uses the instrumental variable regression method to correct for endogeneity of graduate education. The third model uses the double selection approach that combines the Heckit correction with two stage least squares to correct for both sample selection bias and endogeneity. The probit estimations indicate that the effect of graduate education for a representative officer increase the promotion probabilities by 0.148 and 0.132 for the grades of Lieutenant Colonel and Colonel, respectively. After correcting for sample selection bias, the effect of graduate education on the promotion to Lieutenant Colonel is reduced by 59.5 percent. After correction for endogeneity, this effect is increased by 70.9 percent. Finally, this effect increases by 61.5 percent after correction for both sample selection bias and endogeneity.

Book excerpt: The United States Army is currently implementing a new manning initiative called Unit Focused Stability (UFS). This new personnel program is designed to maximize unit cohesion in Brigade Combat Teams by replacing the Individual Replacement System (IRS) with a unit-centric manning system. While added cohesion within combat units is a positive change for the Army at large, it may bring significant second- and third-order effects that adversely affect Army personnel. The impact of UFS on the officer corps will be especially troublesome. Unfortunately, the Army has yet to conduct detailed analysis on the side effects of the UFS or to identify the requisite changes across other personnel functions that must complement the switch to UFS. This monograph endeavors to begin such analysis by answering the following research question: Will a change in the officer promotion system help to ensure the long-term success of UFS? This monograph begins with an analysis of the UFS model and its impact on the officer corps. The examination identifies thirteen friction points for officers in the rank of lieutenant through colonel. These friction points add up to one thing: significant potential for the eventual failure of UFS. As individual officers experience the friction associated with UFS, they will exempt themselves from the program. This paper presents historical evidence to demonstrate that without officer support and participation, unit manning initiatives will eventually fail. Next, this study examines the officer promotion system to determine its underlying assumptions, their associated implementation principles, and the specific laws and policies that have stemmed from them. The monograph concludes that many of the fundamental assumptions and principles of the officer promotion system are outdated and will contribute to the friction of UFS. Additionally, an exploration into the Defense Officer Personnel Act of 1980 (DOPMA), Department of Defense policy, and Army regulations concludes that any significant change to the foundation of Army officer promotions must be accomplished through changes to Title 10, United States Code. Finally, this monograph proposes three possible changes to the Army officer promotion system. The first proposal is the adoption of an up-or-stay promotion system. The second option is a new career model with longer career timelines, slower promotions, and wider promotion eligibility zones. The third proposal is the implementation of an event-driven promotion system that divorces promotions from time pressure altogether. Of the three proposals, the second does the most to alleviate the friction points that will be created by UFS. The monograph concludes that Army must change its officer promotion system to ensure the longevity of UFS and the future health of the officer corps.
