This study assesses the impact of HIV on the small enterprise sector in Harare, which employs a majority of women, through the perceptions of persons employed in this sector. It reports that small or micro-enterprises are perceived to have a relatively low incidence of HIV, because of the predominance of women working in the sector. Men are perceived to be at greater risk, on account of their perceived promiscuity, but the study finds that women are also affected through absenteeism and death. It concludes that there is a high level of awareness of HIV amongst these groups. However cultural barriers are making it dificult for women to protect themselves from the disease, in spite of the prevention strategies which many of these enterprises have in place.

Book excerpt: The devastation caused by the Human Immunodeficiency Virus/ Acquired Immune Deficiency Syndrome (HIV/AIDS) is having a major impact on both the social and economic environment in South Africa. HIV/AIDS hits at the core of the businesses structure - the bottom line. In the absence of a cure for the disease or an effective vaccine, the challenge for all the stakeholders is how to sucessfully contain and limit the impact of the disease. Intervention programmes such as awareness, knowledge sharing and sero-prevailance testing have the potential to limit HIV/AIDS infections and reduce high-risk behaviours. The aim of the study was to establish what the perceptions and attitudes are of employees at different levels of the organization with regard to HIV/AIDS testing. A further aim was to identify possible reasons for the poor employee response to voluntary HIV/AIDS testing.

This volume explores the dynamics of how the security sectors of selected African states have responded to the complex and multifaceted challenges of HIV/AIDS. Current and impending African HIV/AIDS policies address a range of security-related issues: * The role of peacekeepers in the spread or control of HIV * The dilemma of public health (the need to control HIV) versus human rights (protection against mandatory medical testing) needs * The gender dimensions of HIV in the armed forces * The impact of HIV on the police and prisons The chapters in HIV/AIDS and the Security Sector in Africa are written by African practitioners, including commissioned officers who are currently serving in the armed forces, medical officers and nurses working in the military, and African policy and academic experts. 'World Development Report 2009: Reshaping Economic Geography' concludes that these spatial transformations are essential, and should be encouraged. The conclusion is not without controversy. Slum-dwellers now number a billion, but the rush to cities continues. Globalization is believed to benefit many, but not the billion people living in lagging areas of developing nations. High poverty and mortality persist among the world's 'bottom billion', while others grow wealthier and live longer lives. Concern for these three billion often comes with the prescription that growth must be made spatially balanced. The WDR has a different message: economic growth is seldom balanced, and efforts to spread it out prematurely will jeopardize progress. The Report: documents how production becomes more concentrated spatially as economies grow. proposes economic integration as the principle for promoting successful spatial transformations. revisits the debates on urbanization, territorial development, and regional integration and shows how today's developers can reshape economic geography.

This book examines the insurgence of democratic citizenship in the urban peripheries of São Paulo, Brazil, its entanglement with entrenched systems of inequality, and its contradiction in violence. James Holston argues that for two centuries Brazilians have practiced a type of citizenship all too common among nation-states--one that is universally inclusive in national membership and massively inegalitarian in distributing rights and in its legalization of social differences. But since the 1970s, he shows, residents of Brazil's urban peripheries have formulated a new citizenship that is destabilizing the old. Their mobilizations have developed not primarily through struggles of labor but through those of the city--particularly illegal residence, house building, and land conflict. Yet precisely as Brazilians democratized urban space and achieved political democracy, violence, injustice, and impunity increased dramatically. Based on comparative, ethnographic, and historical research, Insurgent Citizenship reveals why the insurgent and the entrenched remain dangerously conjoined as new kinds of citizens expand democracy even as new forms of violence and exclusion erode it. Rather than view this paradox as evidence of democratic failure and urban chaos, Insurgent Citizenship argues that contradictory realizations of citizenship characterize all democracies--emerging and established. Focusing on processes of city- and citizen-making now prevalent globally, it develops new approaches for understanding the contemporary course of democratic citizenship in societies of vastly different cultures and histories.

Many migrants seek overseas employment with the help of agents or intermediaries. These "merchants of labour" include relatives who finance a migrant's trip, provide housing and arrange for a job abroad; public employment services; and private recruitment agencies. They also comprise an insalubrious underworld of smugglers and traffickers. The agents who recruit and deploy migrant workers are at the heart of the evolving migration infrastructure, i.e. the network of business and personal ties that is creating a global labour market. This book highlights best practices in the activities and regulation of these merchants of labour as well as innovative strategies to protect migrant workers, underlining the contribution of ILO standards. It covers a broad range of national and regional experiences and puts "merchants of labour" in the wider context of changing employment relationships in globalizing labour markets. The papers it contains are an important contribution to understanding a major mechanism facilitating the growth of the migrant labour force.
