A subset of Chicago schools-about a quarter of high schools and 10 percent of schools with middle grades-have very high suspension rates, and almost all of these schools predominantly serve African American students. These schools' students come from the poorest neighborhoods with the lowest incoming achievement; many have been victims of abuse or neglect. At high-suspending high schools, about half of students received a suspension in the 2013-14 school year. This report examines reasons for racial and gender disparities in suspension rates and finds that suspensions are concentrated among schools serving the most vulnerable student populations. It also explores the degree to which differences in schools' suspension rates are related to school climate and student achievement.

Book excerpt: Out-of-school suspension is a growing concern in the United States education system and affects students at the three Title I schools in the Central School System at a particularly high frequency. The purpose of this applied study was to solve the problem of high-frequency out-of-school suspension for three Title I middle schools in the Central School system and to formulate a solution to address the problem. A multi-method design was used, consisting of both qualitative and quantitative approaches. The first approach was structured interviews with two administrators from each school. The second approach was the analysis of archival data using the discipline data from the school system. The third approach was a teacher survey using a Likert scale to determine teacher perspectives on out-of-school suspension. These tools were used to develop a focused program that will allow the schools to meet student needs while also maintaining safety, order, and a positive school climate. The results of the data showed that administrators and teachers were aware of the negative implications of out-of-school suspension but were experiencing tension between the need to maintain discipline within the school and teacher support while also desiring to reduce out-of-school suspension. The data showed that administrators identified significant differences in most of the student body and students who have frequent behavioral concerns and multiple suspensions. An alternative to suspension program was developed and proposed as a solution to reduce out-of-school suspension.

Book excerpt: Out-of-school suspension and expulsion are two of the most severe disciplinary consequences for student misbehavior. In cases of violent or dangerous behavior, suspending or expelling a student may be required by law or necessary for the safety of other students and school staff. Across the nation, "zero-tolerance" discipline policies arose in the late 1980s in response to rising juvenile crime rates, and gathered momentum after such violent tragedies as the 1999 Columbine High School shootings. These policies have made suspension and expulsion commonplace--not only for the small number of serious threats to school safety, but also for the much larger number of nonviolent and subjective categories of behavioral infractions. This paper, the second in OSI-Baltimore's Student Attendance series, demonstrates how the widespread use of exclusionary school discipline, specifically suspension and expulsion, adversely impacts children and youth. The paper begins with an overview of the types of policies affecting rates of suspension and expulsion. It then reviews current data to describe who is being suspended and what the harmful effects of widespread disciplinary exclusion are for young people.

Book excerpt: In almost every sector of the educational arena, educators, administrators and parents are concerned with the problem of establishing environments that are contributing to a successful educational outcome. The most profound questions today are safety in the schools, which stimulated political and educational leaders to establish zero tolerance policies for different negative behaviors in an effort to deter students into sustaining good behaviors. With an almost epidemic in school-based violent crimes; such as Virginia State University, in April 2007; school boards across America are searching for alternatives for educating violent and disruptive students while still meeting their constitutional rights to an education. The purpose of this research study is to determine to what extent students agree, and analyze the deterrent effects of in and out of school suspensions on the personal-social characteristics of the student and the academic achievement as well. Statistical figures will be gathered from schools imposing suspensions on students for a variety of reasons to come up with a consensus as to what the most frequent cause of students' suspension would be. The subjects in this study consisted of fifth graders in a large urban school setting; most of who are residents in low socioeconomic neighborhoods. The focus of the study is on the three variables that appear to be indicators of academic and behavioral success: (1) attendance, (2) grades, (3) attitude. This study explored the answer the following questions with regard to the students' personal-social characteristics and academic performance: How does suspension impact the educational and personal-social characteristics of students? How severe is the effect of in-school and out-of-school suspensions to the academic performance of the student? Is there any alternative to suspension? What are the available interventions for a long-term prevention of this phenomenon? These questions will be addressed within the context of the administrator's perception of the improvement of the learning environment. (Report includes five appendixes: (1) Human Subjects Review Approval Letter; (2) Acknowledge and Inform Consent Form; (3) Demographic Data Sheet; (4) Results of Out of School Suspension Graph; and (5) Results of Out of School Form.
