It represents a careful study of the needs of the community in terms of the present require ments and the anticipated development during the next twenty years. The ultimate plant, that is, the number and location of each type of school that will probably be required up to 1940, together with the immediate requirements, have been determined. Only the first year's program of the ultimate plant, representing the immediate needs, has been recommended. The determination of the portion of the ultimate plant to be built in any succeeding year will be conditioned by factors operating that year. The discussion which follows presents the ulti mate school plant and the immediate minimum requirements which must be provided for Cleveland Heights.
