The first book, covering the pre-classical literature, has already been published; a third, on the neo-c1assical period, is planned for 1988. This middle book surveys the writings on classical political economy for the past 30 years, or roughly since the publication of Joseph Schumpeter's 1954 monumental History of Economic Analysis. Shortly after World War II, the American Economic Association spon sored a Survey of Contemporary Economics [1949]. That work covered 13 subdisciples of economics, and in 1952 a companion piece appeared in which surveys of 10 additional subdisciples were presented. As Bernard Haley, editor of the second volume, stated, even "though in the two volumes twenty-three fields have been treated ... there remain some aspects of the subject ... that have not been reviewed" [Haley, 1952, p. v].

Inviting by-paths lead him astray in a mass of literature, much of it irrelevant, or, if relevant, not important, and crowded with conflicting theories. In the field of the physical sciences a new discovery may cause a theory which to-day is in a compartment near the truth to be moved definitely to-morrow close to the "compartment of absolute error." But such definite reasoning is more difficult when we enter the field of a science which deals with the subtle and changing phenomena of human motive. In political economy the new theory comes in, frequently not as successor but as permanent and confusing rival of the old. For this reason there are few studies in which there exists the same need for the discriminating mind to separate the more valuable from the less valuable, and to help the student to choose aright among contending theories. This small volume of three hundred pages by Emile Levasseur appealed to the translator as one of the books on economics which fulfill this need. We find in Levasseur an unusual balance. Moreover, the ripe knowledge resulting from his long and eminent career as a student and teacher of political economy, together with his familiar and constant contact with the best minds in France, and the clearness of presentation which characterizes his writings in common with so much of the work of French thinkers, combine to fit him for such a task. In a recent communication to the translator, he himself says of the little book: "I believe that it contains sound views of essential principles, and that the ideas are expressed in a clear and didactic form. In preparing a text-book for students in the period of life indicated, I have not thought it necessary to make the work childish. It is no "Primer of Political Economy" which is here offered; but a substantial course of study in this vitally important subject. I can only hope that it will be found that those for whom it has been designed will be able to follow that course to their own satisfaction and with good results. In adapting the tone of discussion to younger readers than those for whom I have heretofore written, it has not seemed to me desirable to avoid words as long as are necessary fully to carry the meaning intended. In a treatise on political economy written in "words of two syllables," the author must avoid questions of prime importance, or else he will be driven to roundabout forms of expression and to highly artificial phrases. It is not the length of words, but obscurity or confusion in the mind of the writer, which will make a treatise on political economy difficult to youthful readers.
