Population recovery is believed to be possible; however, there are several management issues and knowledge gaps that need to be addressed. The Alberta recovery plan for the burrowing owls lists protection and management of breeding habitat as important objectives for recovery, and the spatial identification of potential breeding habitat is the first step in the process. This study provided one of the first spatially explicit descriptions of potential critical habitat for the burrowing owl recovery team. This report explains the utility of this habitat selection model for burrowing owl conservation and should reduce potential confusion about applying this model.--Document.

Understanding these changes requires connecting events that occur over the multiple regions they occupy within their annual cycle. The Burrowing Owl (Athene cunicularia) is a species of concern in North America, with pronounced declines in regions of the Great Plains. Using a long-term dataset (1989-2017) that spans ten breeding sites from South Dakota to northern Mexico, I observed both advances and delays in nesting along with increasing variation in nest initiation dates. I examined whether interannual variation in factors associated with climate change are contributing to apparent changes in timing of nesting. Specifically, the influence of a large-scale climate system (El Niño Southern Oscillation), drought, and local weather patterns throughout the annual cycle were evaluated as potential predictors of early and late nesting. I found drought conditions during the migratory period to have the greatest influence on nest phenology. Years with more intense drought on migratory grounds increased the probability of nests initiating late relative to early. Although less supported, years with more intense drought on the winter and breeding grounds were also associated with delayed nesting. Correspondingly, wet conditions were associated with an increased probability of early nest initiation. Drought likely has cascading ecological effects that negatively influence food abundance for Burrowing Owls, preventing individuals from meeting energetic demands required for migration. I also examined trends in clutch size by latitude and nest initiation date for eight study sites. Clutch size did not vary with latitude; however, three sites exhibited seasonal clutch size decline, which could limit reproductive output of late nesters. How climate change will impact Burrowing Owl phenology is important considering a projected increase in magnitude and frequency of drought and declining owl population trends. Additionally, in relation to nest phenology, I investigated the prevalence of synchrony in nest initiation among clusters of Burrowing Owl nests, which may provide fitness benefits. Burrowing Owls in clusters did not appear to synchronize nests to a greater degree compared to the general population across the study site, and cluster synchrony did not influence fledging success.
