Book excerpt: "Since 1986, the Idaho Department of Fish and Game (IDFG) has been monitoring fish populations in the South and Middle Fork Payette River drainages using snorkeling techniques. Sampling was originally done in the Middle Fork in 1986 to gather needed data on fish densities for fish management purposes. The project expanded into the South Fork drainage to assess possible fishery impacts associated with Highway 21 reconstruction. Further expansion into South Fork tributaries occurred to gain more insight into fish population status for future fish management activities (i.e. consideration for wild trout management). Descriptions of snorkeling sections in both drainages are found in Appendix 1. The major fires of 1989 prompted IDFG to continue monitoring fish densities to follow possible deleterious trends in populations which might be associated with sediment load increases. Should such impacts be detectable, IDFG would seek to work closely with the U.S. Forest Service (USFS) to lessen or mitigate fishery and habitat losses. ... Book excerpt: This document contains summary reports of stream habitat surveys, conducted in Idaho, by the Bureau of Fisheries (BOF, now National Marine Fisheries Service) from 1938-1942. These surveys were part of a larger project to survey streams in the Columbia River basin that provided, or had provided, spawning and rearing habitat for salmon and steelhead (Rich, 1948). The purpose of the survey was, as described by Rich, 'to determine the present condition of the various tributaries with respect to their availability and usefulness for the migration, breeding, and rearing of migratory fishes'. The Idaho portion of the survey consisted of extensive surveys of the Clearwater, Salmon, Weiser, and Payette River Subbasins. Current estimates of the loss of anadromous fish habitat in the Columbia River Basin are based on a series of reports published from 1949-1952 by the U.S. Fish and Wildlife Service. The reports were brief, qualitative accounts of over 5000 miles of stream surveys conducted by the BOF from 1934-1946 (Bryant, 1949; Bryant and Parkhurst, 1950; Parkhurst, 1950a-c; Parkhurst et al., 1950). Despite their brevity, these BOF reports have formed the basis for estimating fish habitat losses and conditions in the Columbia River Basin (Fulton, 1968, 1970; Thompson, 1976; NPPC, 1986). Recently, the field notebooks from the BOF surveys were discovered. The data is now archived and stored in the Forest Science DataBank at Oregon State University (Stafford et al., 1984; 1988). These records are the earliest and most comprehensive documentation available of the condition and extent of anadromous fish habitat before hydropower development in the Columbia River Basin. They provide the baseline data for quantifying changes and setting a benchmark for future restoration of anadromous fish habitat throughout the Basin. The summaries contained in this book are exact replicates of the originals. Due to discrepancies between the field data and the summaries, the database should be used to assess pool and substrate conditions. This data is available from the Bonneville Power Administration. The Bureau of Fisheries survey is unique because it is the only long-term data set that quantifies fish habitat in a manner that is replicable over time; no other similar work is known to exist. Other surveys, such as Thompson and Haas (1960), inventoried extensive areas in a manner that was mostly qualitative, subjectively estimating physical characteristics like bank cover and stream shading. Spawning, rearing, and resting habitat were not systematically quantified to allow comparisons over time. Knowledge of the past and present quantity and quality of anadromous fish habitat in the Columbia River Basin is essential to any effort to enhance fish populations. Habitat condition is a key element in monitoring and evaluating progress towards the doubling goal. Integration of this information into the Columbia River Fish and Wildlife Plan can provide the baseline information to greatly enhance understanding of past, present, and future habitat conditions in the basin to provide for improved management decisions.

Book excerpt: Between August 11 and 14, 1986, a study to monitor physical effects of the South Fork John Day River Habitat Enhancement Project was established and read for the first year of the five year monitoring period. A total of five reaches were selected as representative of the fourteen reaches to be treated in the project. Each sample reach was one hundred yards in length. Parameters measured were stream discharge, water velocity, bottom profile, depth, width, thalweg, pool:riffle ratio, substrate composition, streambank erosion, riparian cover, and instream cover. A single color photo was taken at each of the three transects established in each sample reach. Each sample reach was sketched showing instream cover, riparian cover and eroding streambanks. These data will be retaken each year for four years to determine physical changes in the treated reaches.

Book excerpt: The Clean Water Act (CWA) requires that wetlands be protected from degradation because of their important ecological functions including maintenance of high water quality and provision of fish and wildlife habitat. However, this protection generally does not encompass riparian areasâ€"the lands bordering rivers and lakesâ€"even though they often provide the same functions as wetlands. Growing recognition of the similarities in wetland and riparian area functioning and the differences in their legal protection led the NRC in 1999 to undertake a study of riparian areas, which has culminated in Riparian Areas: Functioning and Strategies for Management. The report is intended to heighten awareness of riparian areas commensurate with their ecological and societal values. The primary conclusion is that, because riparian areas perform a disproportionate number of biological and physical functions on a unit area basis, restoration of riparian functions along America's waterbodies should be a national goal.

Numerous and varied methods of analyzing and reporting habitat conditions have been developed by federal, state, provincial, and private agencies. Habitat assessment approaches vary greatly among regions of the continent. The great variability in methods and an unusually wide range of practices have impeded the ability of agencies to share and synthesize information. A diversity of methods is desirable in the initial stages of a rapidly developing field, but enough time has passed to assess the state-of-knowledge and identify the best of the currently used methods and techniques. This manual is intended to provide fisheries biologists with a limited set of techniques for obtaining aquatic habitat data. The manual also describes the range of information collected and used in agency habitat analyses. Agencies planning habitat programs should review the synthesis of established and documented methods being used in North America (Appendix 1) and the planning recommendations in Chapter 2. Then, the remaining chapters should be reviewed to determine what types of habitat data should be included in the agency's program.
