Download or read book Art of Sharing written by Mary Janigan and published by McGill-Queen's Press - MQUP. This book was released on 2020-07-23 with total page 343 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1957 after a century of scathing debates and threats of provincial separation Ottawa finally tackled the dangerous fiscal inequalities among its richer and poorer provinces. Equalization grants allowed the poorer provinces to provide relatively equal services for relatively equal levels of taxation. The Art of Sharing tells the dramatic history of Canada's efforts to save itself. The introduction of federal equalization grants was controversial and wealthier provinces such as Alberta – wanting to keep more of their taxpayers' money for their own governments – continue to attack them today. Mary Janigan argues that the elusive ideal of fiscal equity in spite of dissent from richer provinces has helped preserve Canada as a united nation. Janigan goes back to Confederation to trace the escalating tensions among the provinces across decades as voters demanded more services to survive in a changing world. She also uncovers the continuing contacts between Canada and Australia as both dominions struggled to placate disgruntled member states and provinces that blamed the very act of federation for their woes. By the mid-twentieth century trapped between the demands of social activists and Quebec's insistence on its right to run its own social programs Ottawa adopted non-conditional grants in compromise. The history of equalization in Canada has never been fully explored. Introducing the idealistic Canadians who fought for equity along with their radically different proposals to achieve it The Art of Sharing makes the case that a willingness to share financial resources is the real tie that has bound the federation together into the twenty-first century.

Download or read book Planners and Politicians written by P. Bryden and published by McGill-Queen's Press - MQUP. This book was released on 1997-11-25 with total page 252 pages. Available in PDF, EPUB and Kindle. Book excerpt: P.E. Bryden reveals that Liberal politicians were largely responsible not only for designing the social security legislation but also for creating its justification. She points out that not only did party organization, the structure of Canadian federalism, and internal party power shifts influence the development and implementation of social programs, but the opposite proved also to be true: the commitment to social security imperatives changed the shape of both the Liberal Party and federalism. Planners and Politicians explores the interrelationship between social programs, federal-provincial relations, the role of the bureaucracy in devising and legitimizing policy, and the nature of political power in the modern Canadian state. By considering social policy as part of national policy and recognizing that the federal government was shaped by the imperatives of the programs it was designing, this book offers a new perspective on Canadian social policy and the evolution of the state.

Available in PDF, EPUB and Kindle. Book excerpt: Current debates over the role of doctors in a state-run health insurance program are nothing new to Canadians. Since 1911, when developments in Britain first focused attention on the issue in Canada, public health insurance has been a contentious subject with the medical profession. David Naylor traces the activity of medical interest groups in the debate, from its first volleys to the enactment of the Medical Care Act in 1966.
Download or read book A History of Dentistry in Canada written by Donald W. Gullett and published by University of Toronto Press. This book was released on 1971-12-15 with total page 457 pages. Available in PDF, EPUB and Kindle. Book excerpt: Beginning with the earliest records available describing the dental health of the Indians before the arrival of European settlers, Dr Gullett gives a detailed and carefully documented history of dentistry in Canada. He describes the unscrupulous tramp dentists who roamed the countryside years ago as well as their respectable contemporaries, and he traces the development of practice, education, and professional associations, as dentistry developed from an art to a science. The author spent five years gathering information for this book from public archives, libraries, personal interviews, and the records of the profession. The result is a lively and readable story told with a continuing concern for health services.
Download or read book The Politics of Dental Care in Canada written by Carlos Quiñonez and published by Canadian Scholars’ Press. This book was released on 2021-08-06 with total page 406 pages. Available in PDF, EPUB and Kindle. Book excerpt: Filling a gap in the health policy literature, author and dental public health specialist Dr. Carlos Quiñonez explores the complexities surrounding Canada’s dental care system and policies, including how they came to be, their consequences, and what they mean for oral health and access to dental care. The Politics of Dental Care in Canada seeks to answer a long standing policy question in Canadian health care: Why is dental care excluded from Canada’s national system of health insurance, Medicare? The text presents a history of dentistry in Canada from the late 19th century onward, outlining how dentistry traversed a developing Canadian welfare state. Dr. Quiñonez explores factors that led to dentistry’s separation from larger movements in health care policy, including moral questions on individual versus social responsibility over health, scientific advances in the field, and prevailing economic uncertainty. Opening with a series introduction by Dr. Dennis Raphael, this vital text offers an extensive overview on how the politics of dental care contributes to inequalities and inequities in oral health. From discussing scientific and public health advances in dentistry to looking at the general nature of oral health care in Canada from an international perspective, this text serves as an important addition to the field of health policy and a foundational resource for courses in dentistry, health studies, and comparative health policy. FEATURES - Comprehensively discusses the current state of Canadian dental care policy, the history and factors that led to the policy, and the resulting outcomes and inequalities - Presents the latest available information on the epidemiology of oral diseases and conditions; the connection between oral health and systemic health; and the organization, financing, and delivery of oral health care in Canada and internationally
