Book excerpt: This investigation evaluated Continuing Medical Readiness Training (CMRT) skills among medical personnel assigned to the USAF Medical Center at Wright-Patterson AFB Ohio. Results of the study indicate that personnel tended to score higher in the area of disaster medical skills than in general field and wartime specific skill categories. In comparing population subgroups, it was found that officers scored higher than enlisted personnel across all major skill categories. Individuals whose primary duties involved direct patient care scored higher in disaster medical and wartime specific skill categories than those involved primarily in indirect patient care, while no significant difference was observed in the general field skill category. No significant difference between those with seven or less years of experience and those with more than seven years experience was found in the disaster medical and wartime specific skill categories. Those with more than seven years experience did however, score significantly higher in general field skills. Book excerpt: The primary purpose of the study was to describe the extent to which nursing personnel in the active and reserve components of the U.S. Army Medical Department (AMEDD) were prepared to provide patient care in a deployed or field status. A second purpose was to describe the focus of medical readiness training required to meet knowledge and performance needs identified in the study. The sample consisted of 1,085 officer and enlisted personnel in six nursing specialty areas in the active and reserve components of the AMEDD. Readiness competency was measured by participants performance on competency based and written exercises that were developed for the study. A demographic questionnaire and semi-structured interviews were used to elicit participants' institutional training, operational assignment, and self development experiences related to their readiness competency as measured by the competency based and written exercises. It was concluded that study participants need training in clinical skills and functions that they do not routinely perform when working in civilian or military medical facilities during peacetime, but that they perform frequently or perform as life saving measures when working in a deployed or field status. It was recommended that a readiness training program focused on these skills and functions be developed for nursing personnel in the active and reserve components of the AMEDD.

Section 1 traces the use of technology for warfare through the mastery of ocean-going sailing, the maturation of the airplane, and the development of nuclear weapons. This section suggests that these developments have led to a loss rather than an increase in security. Section 2 discusses the "transparency revolution," which refers to the military reconnaissance, sensing, command, and communication systems literally wiring the earth with a web of electronic intelligence. Section 3 focuses on current military strategies: mutually assured destruction (MAD), nuclear utilization theories (NUTS), and, according to the author's personal projection, destruction-entrusted automatic devices (DEAD). The differences in these strategies are explained: to start a war in the MAD era would have required a major political misjudgment; in NUTS, a major human error; in DEAD, a major machine malfunction. Section 4 outlines elements of planetary security. It suggests that the same transparent technology now pushing superpower military competition to its most dangerous level can be used to construct an alternative security system. Section 5 promotes good neighbor politics.
