Book excerpt: The purpose of this report is: (a) To evaluate the legislative, institutional and technical aspects of EIA policies in a number of ESCWA member countries; namely, Egypt, Saudi Arabia, Lebanon and Yemen; (b) To identify the main obstacles to the formulation and implementation of EIA policies; (c) To recommend measures to improve the formulation and implementation of EIA policies in the selected ESCWA member countries. The methodology of the study is as follows: (a) To start with a brief and general review of the sequence of stages that constitute the EIA process; (b) To evaluate the institutional and legislative aspects of EIA policies in the selected ESCWA member countries; (c) To investigate environmental screening techniques applied to proposed projects in the selected ESCWA countries, namely, identify criteria for determining the need for a fully-fledged EIA and suggest ways to improve screening procedures; (d) To evaluate the process and effectiveness of project scoping in the selected ESCWA member countries; (e) To investigate the criteria used to review draft EIA reports and suggest ways to improve the quality of assessment in the selected ESCWA member countries; (f) To evaluate the state of post-decision monitoring and management in the selected ESCWA member countries; and assess the potential benefits and disadvantages of public participation in the selected ESCWA member countries; (g) To provide concluding remarks regarding the effectiveness of EIA policies in the selected ESCWA member countries as well as recommendations for improvement.
