Book excerpt: This paper explores how language acquisition affects literacy development for elementary-aged children learning to first read in a second language. Dual language immersion programs are growing across the United States, and while there is considerable research on how this model benefits children of minority languages who first learn to read in their native language, there is little research on how to support native English speaking children in dual language programs who struggle as they learn a new language while simultaneously having to first learn to read in the target language. This study reviews literature on how to best instruct children who are concurrently acquiring literacy and language in order to develop an instructional plan to provide additional targeted literacy support for a small group of first grade Spanish language learners in a dual language immersion program. The literature review focuses on these themes: all students can benefit from language immersion programs; second language reading acquisition as it relates to oral language proficiency, word recognition skills, and vocabulary development; biliteracy and the transfer of skills between L1 and L2; and strategies to support struggling readers in immersion programs. By providing an extra literacy group in Spanish focused on oral language development, vocabulary, and language structures in grade-level texts, the researcher hopes to see growth in the oral language development and text reading level of the focus students.

Book excerpt: Within the context of a school district, Dual Language Immersion program (DLI), I wanted to have an impact on the literacy development for all students, specifically ELs in the DLI program. I identified the coherence between Spanish and English language literacy instruction as an area for improvement. I devised a plan to execute a pilot study. My focus was on increasing the pedagogical content knowledge of Spanish DLI teachers, thereby increasing the quality of literacy instructional outcomes for Seaford's DLI and EL student population. The study included a Spanish language arts unit in each grade level for Spanish language Interactive Read Aloud (IRA) lesson plans, paired with professional development and professional learning community initiatives. These IRA lesson plans aimed to introduce consistency in literacy routines across languages, create opportunities for cross-linguistic transfer, increase collaboration between the Spanish language teachers and their English Partner Teachers, and ultimately advance student literacy achievement in both languages. I gathered evidence of how teachers were implementing the Spanish IRA lesson plans, and teacher perceptions of the benefits and challenges during lesson delivery. My study showed that coherence between English language arts curricula and Spanish language arts curricula within DLI is beneficial for both teachers and students, as it increased the frequency and rigor of evidence-based practices in Spanish language arts. Recommendations include adopting an asset-based mindset of multilingual literacy, designing professional learning and resources to support coherence across literacy curricula, and introducing a research-based assessment and data analysis plan for Spanish language arts.

Research conducted by the United States Department of Education shows that 39 states and the District of Columbia offered dual language education programs, with the majority being Spanish immersion programs (Boyle, August, Tabaku, Cole, & Simpson-Baird, 2015). In California alone, 271 immersion programs have Spanish as the partner language of instruction (CAL Dual Language Program Directory,2016). One model of a dual language program is the Two-Way Immersion program, where instruction is provided in two languages and brings together students who are native English speakers and students who are native speakers in another partner language (Center for Applied Linguistics, 2019). Two-Way Immersion programs are either 50:50, where instruction is divided evenly in both languages, or 90:10 where instruction starts off 90% in the target language and 10% in English. The ratio shifts, with a decrease of instruction in target language by 10% yearly, so that by fourth and fifth grade, the ratio is 50:50 instruction in both languages (Center for Applied Linguistics, 2019). Learning to read and write is a key component of a Two-Way Immersion program because the goal of such programs includes biliteracy in the two languages.
