Abstract: Abstract of thesis entitled Contracting Out Estate Management Services in Hong Kong: Institutions and Collective Action Submitted by Tam Yuk Lum For the degree of Master of Philosophy at The University of Hong Kong in February 2004 As one of the main tools of privatization, contracting-out is a commonly deployed means for public sector reform. In Hong Kong, from mid-1990's, the Housing Authority started to contract-out the estate management services for some of its public rental housing estates. In 2001, the Housing Authority anticipated that contracting-out these services for 480,000 public rental housing units would lead to a $4.8 billion total cost cut without undermining service quality. Estate management, after all, is a result from collective action from the Housing Department, the estate management office and tenant organizations. While there seems to be a general consensus on the production cost savings of contract out, the quality of collective action, which is an important parameter for the quality of estate management, seem less certain. In this study, it is argued that in those estates in which the estate management services are contracted out, the set relationship between provision and production units is entirely different from that in those managed by Housing Department. In such an estate, the estate management office, being the production unit, belongs to a private enterprise instead of staffed by Housing Department. Hence, even though there is no change in the problems facing estate management, it is argued that ii different solutions are evolved to deal with these problems. Those "solutions" are termed "institutions," which can be broken down into different rules: namely position rules, boundary rules, authority rules, scope rules, aggregation rules, information rules and payoff rules. These rules specify the positions available in estate management, the actors involved in estate management, the allocation of power, the scope of estate management, the ways through which collective decisions are made, the flow of information and assignment of rewards. These rules determine how the actors deal with each other - how they communicate with each other as well as the existence and type of trust among them. More importantly, actors respond to conflict situations according to these rules. As a result, these patterns of interaction lead to different quality of cooperative working relationship, which necessarily leads to difference in quality of estate management, which is the most important parameter for any collective action including estate management. To verify this argument, some testable hypotheses about the interaction among the regional offices of the Housing Department, the estate management office and tenant organizations namely the Estate Management Advisory Committees for rental housing estates and Management Committees for Tenant Purchases Scheme estates. A comparative case study is done for eight estates in Taipo, Shatin and Ma On Shan. It is found that under contracting-out arrangement, there is relatively less frequent communication among the parties. The lack of goodwill trust, reliance on formal channels of communication and the deployment of mediation as the tactics for conflict management make peaceful conflict resolution unlikely. Abstract: Abstract The Hong Kong Housing Authority (HKHA) is a statutory body responsible for providing subsidized housing in Hong Kong, which accommodates about 50% of the population. Subsidized housing mainly includes Public Rental Housing (PRH) flats, Home Ownership Scheme (HOS) flats, and Private Sector Participation Scheme (PSPS) flats. PRH flats are intended for rental to the lowest income groups, while HOS and PSPS flats are for sale to middle income groups. Since subsidized housing plays such an important role in Hong Kong, this study will examine the relationship between the supply of subsidized housing and private housing's market performance. Two hypotheses are set. One is that an increase in the supply of subsidized housing would lower the price of private housing. The other is that the negative effect of PRH supply on housing prices is stronger than that of HOS/PSPS because PRH offers greater subsidies and involves a larger segment of the population, despite its more stringent entry criteria. Regression analysis was used to test the hypotheses. Quarterly data from 1980 to 2002 was collected. Since property prices are likely to be affected by factors other than the supply of subsidized housing, variables such as rental levels, unemployment rates, interest rates, and private housing completion were included as controls. The regression results showed that increasing the supply of PRH and HOS/PSPS produced a negative effect on private housing prices. Moreover, the negative effect of PRH is significant at the 5% level, while that of HOS/PSPS is not. This may imply that controlling the supply of PRH, rather II than HOS/PSPS, is a more effective way for the government to influence private housing's market performance, given that the costs of controlling both are similar. This can be done by altering the supply of PRH, adjusting the subsidized rental rates, or changing the entry criteria. The other implication of the study is that the government may also take measures to drive the demand for private housing, because rental levels, unemployment rates, and interest rates are significant factors affecting private housing prices. A fundamental recovery of the economy is important for stimulating the general public's demand for property investment. A deep understanding of the implications from different types of public housing and other demand factors should help policymakers formulate better policies for the housing market. The people's thought towards property management has changed from the provision of basic services such as watchmen and cleaners to a professional servicing industry. Moreover, as changes in people's attitude in service consumption and social values, the requirement of the owners for the property management services raised. Apart from this, the participation of Owner Committee ( OC ) in the property management has become more significant which has been recognized by the residents, the property management practitioners as well as the government. As a result of the rapid population growth, the demand for the housing has increased rapidly too thus, led to the development of multi-storey buildings in large scale. The government policy has encouraged the participation of OC in the management of the building by formation of Owners Incorporations aiming at the promotion of a 'self-help' approach for which the OC could manage the building on their own. The encouragement of the government by enactment of the Building Management Ordinance has strengthened the power of the Incorporated Owners as they have the power to terminate and to appoint managers at their choice. However, we always hear that Owner Committee (OC) will cause a lot of quarrels between OC and the property managers/property management companies and bring a lot of troubles to the property manager/property management company. Sometimes the property managers/ property management companies complained that the requirement of the OC is too high to meet and unreasonable. Moreover, they also complained that OC controls too much on them so that their efficiency of work and their daily performance will be reduced. In addition, it creates a great impact to the property management companies and to the industry of property management. For example, the incidents of termination of property managers/property management companies were increased for the past decade. Does OC really could not perform their function and to make contribution to improve the quality of private residential property in Hong Kong? In this dissertation, it is to find out whether the OC participation in the management of the property has positive impacts on the management quality of the estates or not. If yes, to what extent or level that OC could help improve the quality of the private residential property in Hong Kong. After the estate study, it was found that OC participation in the management of the property could help the management company understand their needs and become more accountable. It was also noted that by the questionnaire survey and face to face interviews, the estate selected for the estate study that is a high level of participation of OC, all the comments and results have a higher satisfaction rate and a positive impacts on the management quality of the estate as well as in the whole property management industry.
