Book Equity of Evolving Transportation Finance Mechanisms

Download or read book Equity of Evolving Transportation Finance Mechanisms written by and published by Transportation Research Board. This book was released on 2011-11-11 with total page 196 pages. Available in PDF, EPUB and Kindle. Book excerpt: "As traditional sources of funding for the nation's surface transportation system fail to keep pace with demand, proposals for new sources have proliferated. New funding strategies, such as pricing the use of new and existing roads, and new institutional arrangements, such as public-private partnerships, have emerged over the past few years. As with all transportation policies, these strategies raise questions about equity. To address these concerns, the Transportation Research Board convened an expert committee to provide guidance to public officials about assessing the equity of evolving transportation finance mechanisms. The committee's findings are presented in this report. They are organized under the following chapter headings: (1) Equity and Transportation Finance; (2) How Transportation is Funded and Who Pays; (3) Equity Through Different Lenses; (4) Transportation Finance Equity: Evidence and Experience; (5) Equity and Decision Making: Experience with Road Pricing; and (6) Findings and Recommendations."--pub. desc.

Book Surface Transportation Funding and Programs Under MAP 21 Moving Ahead for Progress in the 21st Century Act P L 112 141

Download or read book Surface Transportation Funding and Programs Under MAP 21 Moving Ahead for Progress in the 21st Century Act P L 112 141 written by Robert S. Kirk and published by Createspace Independent Pub. This book was released on 2012-12-01 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: On July 6, 2012, President Barack Obama signed the Moving Ahead for Progress in the 21st Century Act (MAP-21; P.L. 112-141). The act authorized spending on federal highway and public transportation programs, surface transportation safety and research, and some rail programs and activities through September 30, 2014. MAP-21 authorized roughly $105 billion for FY2013 and FY2014 combined. It also extended FY2012 surface transportation authorizations to the end of the fiscal year, raising the total authorization to approximately $118 billion. Most of the funding for surface transportation bills has been drawn from the highway trust fund (HTF) since its creation in 1956, but the HTF, which receives revenue mainly from federal motor fuel taxes, has experienced declining revenue due to a sluggish economy and improvements in vehicle fuel efficiency. For the past several years, HTF revenue has been insufficient to finance the government's surface transportation programs, leading Congress to delay reauthorization for 33 months following expiration of the last multi-year reauthorization. Although Congress was unable to agree on a long-term solution to the HTF revenue issue, MAP-21 did provide for the transfer of sufficient general fund revenues to the HTF to fund a two-year bill. MAP-21 made major changes in the programmatic structure for both highways and public transportation and included initiatives intended to increase program efficiency through performance-based planning and the streamlining of project development. Among its major provisions, MAP-21 included: for the federal-aid highway program, research, and education, authorizations for FY2013 of $40.96 billion and for FY2014 of $41.03 billion; for public transportation, authorizations for FY2013 of $10.58 billion and for FY2014 of $10.7 billion; for the Transportation Infrastructure Financing and Innovation Act (TIFIA), which provides credit assistance for surface transportation projects, a significant expansion that could provide credit support of up to $690 million for FY2013 and $9.2 billion for FY2014; major program restructuring, which reduced the number of highway programs by two-thirds and consolidated public transportation programs as well; more distribution of funding via apportionment to the states and less discretionary funding via the Department of Transportation (DOT) to individual projects; no project earmarks; no equity program, instead basing the distribution of highway funding on the FY2012 distribution such that each state will likely receive as much federal highway funding as its highway users paid to the highway account of the HTF; and changes in the National Environmental Policy Act (NEPA) compliance process intended to accelerate project delivery.

Book Survey of State Funding for Public Transportation

Download or read book Survey of State Funding for Public Transportation written by Michael Grant and published by . This book was released on 2012 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The "Survey of State Funding for Public Transportation" report offers a unique source of information on state-level public transportation funding, the source of funds, the potential use of funds and method of funds distribution for each transit program. There is no other existing resource available that provides the level of detail contained in this report. The preparation of this report is based on data provided by representatives within each state Department of Transportation (DOT) and the approach to data collection and report preparation has remained unchanged for a number of years. This research project seeks to evaluate the current report and make recommendations for improvements. While the report contains a number of recommendations for changes, the research team is recommending a continuation of the general approach to data collection and report preparation. Although available technology would enable a transition to a web-based data collection approach, given the limited reporting burden under the current approach, the research team recommends a continuation of the Excel-based approach to data collection. The research team also recommends the continued preparation of both hard copy and PDF formats to maximize accessibility to prepared information.

Book Transportation Library Connectivity Pooled Fund Study TPF 5 105

Download or read book Transportation Library Connectivity Pooled Fund Study TPF 5 105 written by Maggie Sacco and published by . This book was released on 2010 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report is a record of the formation, major activities and accomplishments of the Transportation Library Connectivity pooled fund study, TPF-5(105), from its approval by FHWA in 2005 through its fifth and final annual meeting in September 2010. Some 50 state departments of transportation, 600 transit agencies and nearly 400 metropolitan planning organizations generate a staggering amount of valuable information, yet the transportation sector lacks a systematic approach to effectively manage this information. This challenge has been well-documented in reports such as the Federal Highway Administration's Value of Information and Information Services; the National Cooperative Highway Research Program's Scoping Study for a National Strategic Plan for Transportation Information Management; and the Transportation Research Board's Special Report 284, Transportation Knowledge Networks: A Management Strategy for the 21st Century. The Transportation Library Connectivity pooled fund study was formed against the backdrop of these challenges and developments. By working together more closely and more formally as transportation agency libraries, members improved services to their customers and also enhanced their readiness to embrace the planned policy changes recommended by TRB SR 284 for inclusion in the next surface transportation funding act. During its five years, study membership grew from 11 members in nine states to 25 members in 22 states. A new pooled fund study, to be led by Missouri DOT, is being formed to build upon the achievements of this study.

Book Inequalities in Transportation Infrastructure Spending

Download or read book Inequalities in Transportation Infrastructure Spending written by John Leonard Ensch and published by CreateSpace. This book was released on 2013-06-02 with total page 222 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines an important type of regional organizations called Metropolitan Planning Organizations (MPOs). The primary function of these organizations is the programming, funding, and construction for the bulk of surface transportation projects in the United States. The main finding is that the preference structure of the representatives (whether local or regional) not only predicts whether the bulk of projects have a local or regional focus, but also the transportation mode selected (e.g. rail or highway). The main finding is that the MPOs ability to cooperate on a regional basis is hindered by their unbalanced governing boards, which favor the one-territory one-vote notion of equality over the one-person. This then creates a mismatch between the type of transportation projects constructed and the overall needs of the community at large.

Book Funding and Financing Transport Infrastructure

Download or read book Funding and Financing Transport Infrastructure written by Athena Roumboutsos and published by Routledge. This book was released on 2017-09-07 with total page 329 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book seeks to enhance understanding of the impacts of project setup and its implementation environment on project performance by leveraging information from the study of a rich set of European transport infrastructure project cases. It puts forward a system’s view of project delivery and aims to serve as a strategic tool for decision makers and practitioners. The proposed approach is not limited to specific stakeholder views. On the contrary, it allows stakeholders to formulate their own strategies based on an holistic set of potential implementation scenarios. Furthermore, by including cases of projects that have been influenced by the recent financial crisis, the book aims to capitalise on experiences and provide guidelines as to the design and implementation of resilient projects delivered both through traditional as well as Public Private Partnership (PPP) models. Finally, the book proposes a new Transport Infrastructure Resilience Indicator and a corresponding project rating system that can be assessed with an eye to the future, ultimately aiming to support the successful delivery of transport infrastructure projects for all stakeholders involved.
