But the mighty engine of supervision wielded by a Horace Mann immediately turned the scale in favor of Massachusetts. Municipal taxation proved a far more powerful instrument than a school fund, although the latter had done good service in its day.* For the support of schools in sparsely settled rural districts, the State School fund and the quota assigned them from the State school-tax are still the most impor tant item. For cities and wealthy communities the local municipal tax is the chief and indeed a sufficient resource, except in those States that have limited the rate of taxation by constitutional provision.
