This book argues that this conventional wisdom is wrong and is, itself, harmful to a significant number of children and youth. The presumptive view is based largely on overgeneralizations from research with infants and very young children raised in extremely deprived environments. A careful analysis of the available research supports the use of high-quality residential care as a treatment of choice with certain groups of needy children and youth, not a last resort intervention. The nature of high-quality care is explored through child development theory and research and two empirically supported models of care are described in detail. It will be of interest to all scholars and students of child development, child welfare, youth work, social work and education as well as professionals working within these fields.

Book excerpt: African-American girls are entering foster care and experiencing longer stays in a system that was not intended to facilitate adolescents transitioning into adulthood. For African American adolescent girls many remain in care indefinitely and move from one temporary foster home, group home and institution to another, with little stability or preparation for the future. Although the Adoption and Safe Families Act (AFSA) of 1994 and other policy reforms were designed to guide the temporary placement of children in foster care, this has not been the case, particularly for African American females. Upon entrance into foster care, African American adolescent females face many challenges. These include poor performance in school, multiple placements, social-emotional/mental health issues-separation from their families, loss/abandonment, and other related traumas. The purpose of this study is to enhance knowledge of the experiences of African- American adolescent females simultaneously involved in the educational and foster care system and the meaning of their experiences as they transition into womanhood. The aim of this study is to understand the complexities faced by a vulnerable population--African- American adolescent females and how they make meaning of their experience while participating in both institutions of care.

Book excerpt: Each year tens of thousands of teenagers are released from the foster care system in the United States without high school degrees, homes, or strong family relationships. Two to four years after discharge, half of these young people still do not have either a high school diploma or equivalency degree, and fewer than ten percent enter college. Nearly a third end up on public assistance within fifteen months, and eventually more than a third will be arrested or convicted of a crime. In this richly detailed and often surprising exploration of the foster care system, Betsy Krebs and Paul Pitcoff argue that the existing foster care system sets teens up to fail by inadequately preparing them for adult life. They contend that the primary goal of foster care for teenagers should be preparation for a fully productive adult life, and that current policies and practice are misguided. The authors draw on their fifteen years of experience working with teens and the foster care system to introduce new ways to empower teens to be responsible for themselves and to identify and develop their potential. They also explore what sorts of resources-legal, financial, and human-will need to come from inside and outside the system to ensure that more teens reach successful independence. Ultimately, Krebs and Pitcoff argue that change must include the participation of caring communities of volunteers who want to see disadvantaged youth succeed, as well as the use of creative approaches such as the Socratic Method to help teens to take control of their lives. Bringing together a series of inspiring, real-life accounts, Beyond the Foster Care System introduces readers to a number of dynamic young people who have participated in the Youth Advocacy Center's programs. Their stories demonstrate that alternatives to the standard way of providing foster care are not only imaginable, but possible. With the practical improvements Krebs and Pitcoff outline, teens can learn the skills of effective self-advocacy, become better prepared for the transition to independence, and avoid becoming the statistics that foster care has so often produced in the past.

Book excerpt: The estimated 513,000 children presently living in foster care in the United States are at particularly increased risk for mental health problems as a result of neglect and physical, emotional and sexual abuse endured in their dysfunctional family settings. They experienced traumatic separation from their homes, families and friends and ongoing disruptions to their daily lives. However, only twenty percent of foster children in need of mental health services actually receive them. In response to this deficit in services, this treatment manual was created to provide clinicians, specifically within the Foster Care Counseling Project (FCCP) at Rutgers University, with a tool that helps them provide group therapy for adolescent females in foster care. This manual is intended to give clinicians basic theoretical knowledge about group psychotherapy, adolescence, and the foster care population, as well as provide a sense of structure and practical guidance on the process of facilitating a group of this nature. It is a resource that outlines logistics that need to be anticipated prior to the first group session; supplies handouts and important forms; describes the different stages of group development and potential challenges that may arise; and recommends activities created to meet the therapeutic needs of the foster care population as well as the developmental needs of adolescents in general. Although this manual was based on a therapy group for adolescent females within the FCCP, most principles and activities can be applied beyond this particular population and agency.
