Book excerpt: Excerpt from A Study of the Park and Recreation Problem of the United States It has become generally recognized in recent years that, while the provision of areas and facilities for public recreation is a proper function of government, sepa rate, unrelated attempts at planning for this purpose cannot adequately provide for the increasing requirements of our people. The ultimate objective of the Park, Parkway, and recreational-area Study, now being made by_ the National Park Service of the United States Department of the Interior under authority of the Act of June 23, 1936 (49 Stat. Is to establish a basis for coordinated, correlated recreation land planning among all agencies -- Federal, State, and local -- having responsibility for park and recreational developments. As a contribution toward this Objective, the National Park Service has prepared this report, A Study of the National Recreation Problem. It reflects to some degree, the preliminary findings of the various States cooperating in the Study, and em bodies the recommendations of the Service for coordinated Nation-wide planning. I believe that this general plan and report will be a useful guide to correlate planning by agencies on all levels of government cooperating in this Nation-wide program. Book excerpt: Excerpt from Park and Recreation Structures, Vol. 1: Administration and Basic Service Facilities Any area in which the preservation of the beauty of Nature is a pri mary purpose, every proposed modification of the natural landscape, whether it be by construction of a road or erection of a shelter, deserves to be most thoughtfully considered. A basic objective of those who are entrusted with development of such areas for the human uses for which they are established is, it seems to me, to hold these modifications to a minimum and so to design them that, besides being attrae tive to look upon, they appear to belong to and be a part of their settings. For some years the National Park Service, State park authorities, and other agencies which administer natural park areas have been attaining a constantly improved technique of design and execution for the structures that are required for safe, convenient, and beneficial public use of these parks. Progress in this field has been especially marked since the inception of the Emergency Conservation Work program, with its steadily increasing and sound emphasis on development of recreational facilities, particularly in State parks. Stimulated by the problems this work has presented, competent architects have produced designs - and seen them converted into reality - that denote a real advance in this somewhat specialized field. Herein are presented some of the successful natural park structures, a group by no means limited to those produced during the past four years or to those designed and erected under National Park Service supervision. Since tastes differ and since varying experience produces varying conclusions, it is hardly to be expected that there will be unanimous agreement as to the wisdom of including certain of the selected designs, or that no one will take issue with any of the points raised in the discussions that form an important part of the work. Selection and discussion alike, however, are the result of most careful and conscientious study. This book is certain, I believe, to prove of exceptional value to all those who are concerned with the design of park and recreation structures. It should be immensely helpful in stimulating still further improvement in this special field of design. The interest manifested in it in advance of publication indicates a widespread conviction that there is a real place and a real need for such a compilation. At that time I expressed the hope that all agencies, official and unofficial, might cooperate in gathering information and formulating principles that would be helpful in meeting the recreation needs of the people. It is therefore very gratifying to write the foreword to this manual which represents a valuable contribution toward this end. This report embodies the findings of an exhaustive nation-wide study of our municipal and county park systems undertaken at the request of the National Conference on Outdoor Recreation, and carried out by the Playground and Recreation Association of America in cooperation with the American Institute of Park Executives. Play for the child, sport for youth, and recreation for adults are essentials of normal life. It is becoming generally recognized that the creation and maintenance of outdoor recreation facilities is a community duty in order that the whole public might participate in their enjoyment. This presents a particular challenge to municipal and county administrations. I am hopeful that the results of this study may be widely used to the end that our people, even in cities, may not be deprived of opportunities for wholesome play and recreation out of doors.
