Book excerpt: Small thermally-induced fluctuation in the ionospheric electron density present a scattering cross-section, if probed with a radar frequency higher than the plasma frequency. This technique, known as the incoherent scattering from the ionosphere, is a well-established field of study now. Since the conception of this field of study in 1958, numerous theoretical and experimental efforts have led the way to the high precision ionospheric research we have today. The theory of the incoherent scatter is highly robust. Recent advances in the radar hardware and computing technology have made it possible to probe the ionosphere using the full extent of this theory. In the effort presented here, high spectral resolution incoherent scatter experiments have been used to, for the first time, fully understand the theoretical predictions concerning the electron component of incoherent scatter. The two resonance lines that constitute the electron component are called the gyro line and the plasma line, and are greatly affected by the presence of the earth's geomagnetic field. The experiments described here present the first unambiguous measurements of the gyro line with high spectral resolution in the incoherent scatter spectrum. Plasma line experiments presented here show the existence of frequency gaps that were predicted in the early days of incoherent scatter theory, but never observed. High latitude plasma line measurements are presented here to show that using the plasma line technique, the gravity waves in the thermosphere can be detected. The intention here is to observe all the components of the incoherent scatter and apply them to understand ionospheric processes.

The continuous drive for scientific and technological progress in parallel is evidenced by the establishment of many space research organizations in many countries of this area. In Taiwan, the National Space Program Office (NSPO) established her third satellite program -- COSMIC (Constellation Obsering Systems for Meteorology, Ionosphere and Climate), which is a science experiment to demonstrate the utility of atmospheric radio limb soundings from a constellation of six low-earth orbiting satellites in operational weather prediction, space weather monitoring, and climate monitoring and research.In order to provide a forum to discuss the many new results in this rapid-moving field and to forge international collaborations, a three-day COSPAR Colloquium on "Space Weather Study Using Multipoint Techniques" was held. This colloquium have provided a forum for experts from the international community to present new results on the timely topic "space weather".

Book excerpt: Plasma within the ionosphere affects technology, such as long distance communications and satellite navigation, by scattering and altering the propagation of radio waves sent through the ionosphere. Understanding the structure and dynamics of the ionosphere that may interfere with modern technology is therefore an important aspect of Space Weather research. In this thesis, the average characteristics and dynamics of the nighttime E-region (90-150 km in altitude) are investigated during auroral disturbances and near extreme solar minimum. The near-continuous data on electron density obtained with the Poker Flat Incoherent Scatter Radar (PFISR) near Fairbanks, Alaska are utilized. A number of correlation analyses between E-region electron content and AE index are performed in order to examine the influence of geomagnetic conditions on the E-region in relation to time of the day as well as seasonal and solar cycle effects. It is shown that E-region electron content and AE index exhibit significant positive correlation, particularly near local magnetic midnight, with greater correlation generally occurring in spring and autumn. The midnight feature is interpreted as an indication that the electrojet system near midnight is mostly controlled by electric conductance. The presented statistical results on the current-conductance relationship utilizing a new dataset strengthen conclusions derived from previous studies. The extent of E-region contribution to the total electron content (TEC) is also estimated and investigated for various conditions for the first time using the full altitude profile of PFISR. The estimates ranged between 5%-60% and more active periods generally displayed a more significant contribution from the E-region to TEC. Additionally, using the AE index as an indicator of auroral disturbance onset, the evolution of auroral density enhancements is explored using the superposed epoch analysis technique. The behavior of E-region electron content, peak density, height of peak density, and layer thickness is considered and three discernible phases in response of the thick E-layer to auroral disturbances are found. The observations are consistent with a scenario in which an initially soft and broad auroral electron energy spectrum quickly hardens and narrows during the main response and then slowly softens and becomes more broad during recovery.

The purposes of this book are to exam ine the basic physical interaction process of radio waves with the ionosphere, scrutinize each of the radio techniques currently in use, and describe the elements of each technique, as well as assess their capabilities and limitations. I have included some of the history of each technique, since we often tend to forget the efforts of the "pioneers". The interaction of radio waves with the terrestrial ionosphere has been described in considerable detail in several "classic" treatments, e.g., Ratcliffe (1959), Al'pert (1963), Budden (1961) and Davies (1965), Rishbeth and e.g., Flock (1979), Davies Garriott (1969), and in other more recent books, (1990), Hargreaves (1979), and Budden (1985). A few of the radio techniques have been described by Hargreaves (1979) and a book by Giraud and Petit (1978) has also included discussion of several of the techniques. The "WITS" handbook No. 2 (1989) also contains description of several radio techniques.
