Book A Study of the Feasibility and Benefits of Converting Certain Fleet Support Community Billets from Military to Civilian

Download or read book A Study of the Feasibility and Benefits of Converting Certain Fleet Support Community Billets from Military to Civilian written by Eric L. FitzPatrick and published by . This book was released on 1998-03-01 with total page 98 pages. Available in PDF, EPUB and Kindle. Book excerpt: The latest Quadrennial Defense Review (QDR) determined that the Department of Defense must reduce the amount of money it spends on infrastructure to recapitilize the armed forces. The QDR and the General Accounting Office (GAO) identified the civilianization of military support billets as a way to cut infrastructure spending. This thesis studied the Navy's Fleet Support Community (designator 1700) to determine the feasibility and potential savings of converting certain 1700 billets from military to civilian. Civilianization of billets would have a significant affect on the Fleet Support Community and, possibly, on the number of female Naval officers. This thesis explored options for the community's future and studied the impact changes might have on female officer manning. If the 628 billets this thesis identified as conversion candidates were civilianized, an annual savings of $7.4 million would result. However, military and civilian personnel cannot be compared on the basis of cost only, other issues must be considered before civilianization of billets could occur.

Book Military Past Civilian Present

Download or read book Military Past Civilian Present written by Paul Taylor and published by Springer Nature. This book was released on 2019-11-17 with total page 152 pages. Available in PDF, EPUB and Kindle. Book excerpt: This edited book presents a synthesis of current international knowledge on the topic of military veteran transition to civilian life. Understanding the transition of individuals from military institutions to civilian life is of great importance. The essential elements of transition support are currently widely debated in order to assess current practice and potential shortcomings in the intention to improve health, welfare and social outcomes for military veterans. This text links original research and critical commentary to public policy and practice in the area of veteran transition. Doing so through a collection of international perspectives assists in locating continuity and difference between strategies, agendas and the realities of what is actually known of the veteran’s experience. Chapters in this text examine the subject of transition along lines of enquiry that focus in on themes such as social justice, veteran identity and developments in transition agendas. Globally, many veterans face complex social issues such as low income, barriers to employment, and problems of health and welfare. Chapters take stock of the real-world issues affecting veterans and at the same time casts a critical eye over the limitations in accessing, or denial of access to opportunities, support and remedy. The veteran identity is an important dimension of enquiry here. This book looks at the relational factors between the veteran and the public, the creation of a master status and the challenges faced by veterans in transitioning into a cultural context that is saturated with imagery of what a veteran ‘is’. Chapters also seek to pose recommendations as to how the policy and practice agenda that surrounds veterans and the bridging of the gap between military and civilian life may be developed. Here authors point towards the value of knowledge, research and analysis that is underpinned by participatory strategies with veterans themselves. For example, seeking to establish lines of enquiry that value the voice of veterans as an ongoing and iterative dimension of developing understanding.

Book excerpt: "We are now poised as a country either to repeat the mistakes of the Vietnam era or to create the services and supports that our returning veterans deserve." This research focuses on the importance of using an integrated change management approach to bring together the civilian, corporate, and military communities to support veterans of the Global War on Terror, specifically those veterans who served in Iraq and Afghanistan. Using force field analysis methodology and original survey research, the study includes a review of the current literature on Gulf War Era veterans in the areas of the labor market, diversity, employee assistance, human resources (HR), behavioral health, disability, and career management. Survey respondents, a selected sample of highly placed officials in corporations, higher education, and the military, identified nine forces they believe have a large impact on change in corporate policies, practices, and programs related to the employment, engagement in productive work, and retention and advancement of veterans. The survey respondents also identified the seven factors they believe are most important in effecting a change in corporations' approach to employing Gulf War Era veterans. The survey examines the nine forces identified and makes concrete recommendations about what can be done to recruit, hire, and retain Gulf War Era II (GWE II) veterans, who are unique because they are more educated and more highly skilled than the veterans of all other wars. The GWE II veterans will be returning home en masse over the coming years and will face a challenging job market. Employers, labor market experts, educators, and human services professionals must be prepared to welcome these veterans home and support them as they navigate the social, political, and economic turbulence challenging our country now and in the coming years. Kathleen O. Beauchesne is a Visiting Research Fellow at the University of Pennsylvania, School of Social Policy ad Practice, Social Impact of the Arts Project (SIAP) She received her doctorate in Social Welfare Policy from the University of Pennsylvania, and throughout her career she has directed and led employee behavioral health programs in higher education at the Johns Hopkins Institutions and for private industry. She was the first director of the National Guard's Psychological Health Program, a contract of the Ceridian Corporation. Beauchesne has published several articles on job-based behavioral health programs, organizational change and work and personal life.

Book A Cost Benefit Analysis of the Proposed Consolidation of All Navy and Marine A6 E Fleet Replacement Training Squadrons

Download or read book A Cost Benefit Analysis of the Proposed Consolidation of All Navy and Marine A6 E Fleet Replacement Training Squadrons written by Kevin Philip Kelley and published by . This book was released on 1978 with total page 147 pages. Available in PDF, EPUB and Kindle. Book excerpt: This thesis contains a Cost-Benefit Analysis conducted to determine the advisability and the economic feasibility of consolidating all Navy and Marine Corps A-6E Fleet Replacement Training Squadrons. A detailed examination is made of the prevailing and projected conditions at each of the current training sites. The accumulated data is analyzed regarding its effect on the training environment overall and the requirements for aircraft and personnel support under both present circumstances and the proposed conditions of consolidation. A range of feasible alternatives is then developed and cost estimates are presented for those possibilities. It is shown that consolidation is a realistic option, with certain logistical constraints, which will produce specific benefits in the quality of the resultant aircrews and possible fiscal savings to the Department of the Navy as well. The final recommendation involves adoption of the proposal according to the guidelines of one of two realistic alternatives developed by the research. (Author).
