Book excerpt: This report provides suggestions for overall improvement in delivery of police services for greater protection against crime. The National Advisory Commission on Criminal Justice Standards and Goals considers the patrolman the primary force in reducing and preventing crime and thus directs its report recommendations toward increasing police effectiveness. Suggestions for improvements in police functions are presented in the areas of community, planning and organization, technology and support services, fiscal management, and coordination with other criminal justice agencies. These proposals appear in the form of more than 120 specific standards and recommendations that spell out where, why, and how these improvements can and should be made in the police segment of the criminal justice system. Report on police is a reference work for the practitioner -- patrolman to police chief -- as well as for the interested layman. Before implementing any of the changes advocated, police departments are advised to detail the legal limits of police authority and develop guidelines for the exercise of that authority. In order to improve cooperation between the police and the community it is suggested that police agencies establish a specialized unit for maintaining communication with citizens. Each police department should encourage and participate in neighborhood security programs and establish procedures to facilitate processing of complaints. Suggestions for more effective utilization of manpower include continued consolidation, stricter personnel requirements, increased employee benefits, and the employment of more women, minorities, and civilians in police work.

Book The Politics of Crime in Turkey

Download or read book The Politics of Crime in Turkey written by Zeynep Gönen and published by Bloomsbury Publishing. This book was released on 2016-11-03 with total page 286 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book focuses on urban crime and policing in Turkey since the steady economic decline of the 1990s. Concentrating on the attempts to 'modernize' the policing of Izmir, Zeynep Gonen highlights how the police force expanded their territorial control over the urban space, specifically targeting the poor and racialized segments of the city. Through in-depth interviews and ethnographic observations of these 'targeted' populations, as well as rare ethnographic data from the Turkish police, surveys of the media and politicians' rhetoric, Gonen shows how Kurdish migrants have been criminalized as dangerous 'enemies' of the order. In studying the ideological and material processes of criminalization, The Politics of Crime in Turkey makes the case for the neoliberal politics of crime that uses the notion of 'security' to legitimize violence and authoritarianism. The book will be of interest to criminologists, as well as those investigating the modern Turkish state and its relationship to the Kurds in the wider region. The multilayered methodology and conceptual approach sheds light on parallel developments in penal and security systems across the globe.

It provides a solid introduction to the mechanisms of the criminal justice system, with balanced coverage of the issues presented by each facet of the process, including a thorough review of practices and controversies in law enforcement, the criminal courts, and corrections. In this revision, Edwards updates the statistics and research findings throughout. New sections include the impact of the COVID-19 pandemic, the recent shift to NIBRS crime reporting, and the increasing attacks on the legitimacy of the criminal justice system. This edition has also expanded coverage of police use of force and technological improvements. Selected chapters now include a case study box to demonstrate how certain laws, programs, and technologies have been used in particular situations. Appropriate for all U.S. criminal justice programs, this text offers great value for students and instructors.

Book Local Government and the States

Download or read book Local Government and the States written by David Berman and published by Routledge. This book was released on 2019-07-26 with total page 353 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book offers an overview of the legal, political, and broad intergovernmental environment in which relations between local and state units of government take place, the historical roots of the conflict among them, and an analysis of contemporary problems concerning local authority, local revenues, state interventions and takeovers, and the restructuring of local governments. The author pays special attention to local governmental autonomy and the goals and activities of local officials as they seek to secure resources, fend off regulations and interventions, and fight for survival as independent units. Now, in a thoroughly revised second edition, this book examines marijuana use, minimum wages, the establishment of sanctuary cities, and the regulation of ride-sharing companies. Looking at the intergovernmental struggle from the bottom up, and in the process examining a variety of political activities and policies at the state level, Berman finds considerable reason to be concerned about the viability and future of meaningful local government. This book improves our understanding of the relationship between state and local governments. It provides a thoughtful look at the past, present, and possibly the future of local home rule.
