Book excerpt: "The purpose of this study was to compare the demand for business teachers in the junior high schools, high schools, and community colleges of Washington with the supply of business teachers from the four-year colleges and universities in Washington for the five academic school years 1980-81 through 1984-85. A questionnaire to determine demand for business teachers was developed and mailed to the 241 high school district vocational directors and the 27 community college vocational directors in Washington. The high school district vocational directors returned 216 questionnaires, and the community college vocational directors returned 18 questionnaires. A questionnaire to determine supply of business teachers was developed and mailed to 17 Business Education Department chairpersons of four-year colleges and universities in Washington. The department chair- persons from these institutions returned 11 questionnaires. The responses to each of the two questionnaires were tabulated and compiled using the SPSS, a standard computer program. After each ques tion from the two questionnaires was analyzed, a comparison was made of the data compiled from the demand questionnaire and the data compiled from the supply questionnaire to predict whether the supply of business teachers from Washington four-year colleges and universities was found to be under, equal to, or over the demand for business teachers in Washington's junior high schools, high schools, and community colleges for the five academic years 1980-81 through 1984-85. Following are findings regarding supply and demand of business teach-ers for the state of Washington based on information from vocational direc tors and Business Education Department chairpersons for the next five academic school years dating from 1980 through 1984. 1. There will be an increase of 115 business teachers in the high schools and 32 in the community colleges for a combined increase of 147 business teachers in the high schools and community colleges. 2. There will be a total of 158 business teacher turnovers in the high school districts and 25 business teacher turnovers in the community colleges for a combined total of 183 business teacher turnovers in the high school districts and community colleges. 3. There will be 72 business teachers eligible to retire from the high school districts and 33 business teachers eligible to retire from the community colleges for a combined total of 105 business teachers eli-gible to retire from the high school districts and community colleges. 4. Of the 105 business teachers who are eligible to retire, 18 of the 72 high school district business teachers have indicated they will retire, and 13 of the 33 community college business teachers have indi cated they will retire, for a total of 31 high school district and com munity college business teachers who have indicated they will retire. 5. The high school vocational directors estimate 6 business teach-ers may be hired from out of state, and the community college vocational directors said there would be none. 6. The number of business teachers in the junior high schools will neither increase or decrease, 7. There will be a total of 357 students completing the requirements necessary to teach business education from four-year colleges and universities. 8. There will be a total demand for 435 business teachers in the junior high schools, high schools and community colleges. 9. High school district and community college vocational directors prefer to hire business teachers having a business and office degree plus job experience. The following conclusions were made from an analysis and comparison of the preceding findings: l. In the next five years, demand for business teachers will exceed supply of business teachers in Washington State by 78. 2. During the next five years, the demand for business teachers in the state of Washington will continue to increase"--Document.

The intent of these Washington studies is to provide data to inform and shape decisions and activities in the following ways: (1) Provide useful information for educational policymakers, including the legislature, the State Board of Education, and the Higher Education Coordinating Board; (2) Assist the Office of Superintendent of Public Instruction in planning actions and initiatives appropriate to the Elementary and Secondary Education Act (No Child Left Behind); (3) Inform the media and general public relative to issues in educator supply and demand; (4) Influence federal grant proposal design; (5) Create dialog among educator stakeholder groups and community-based organizations to solve supply challenges in their respective regions; and (6) Contribute to the 2000 and 2002 data, creating longitudinal information, comparative statistics across the years, expanding the knowledge of trends in educator supply and demand in Washington. Because of all of the variables that affect educator supply and demand, accurate projections of need are always difficult to make since circumstances can change quickly. Book excerpt: Over the past five years, business and education groups have issued a series of reports indicating that the skill demands of work are rising, due to rapid technological change and increasing global competition. Researchers have begun to study changing workplace skill demands. Some economists have found that technological change is "skill-biased," increasing demand for highly skilled workers and contributing to the growing gap in wages between college-educated workers and those with less education. However, other studies of workplace skill demands have reached different conclusions. These differences result partly from differences in disciplinary perspective, research methods, and datasets. The findings of all of these strands of research on changing skill demands are limited by available methods and data sources. Because case study research focuses on individual work sites or occupations, its results may not be representative of larger industry or national trends. At a more basic level, there is some disagreement in the literature about how to define "skill". In part because of such disagreements, researchers have used a variety of measures of skill, making it difficult to compare findings from different studies or to accumulate knowledge of skill trends over time. In the context of this increasing discussion, the National Research Council held a workshop to explore the available research evidence related to two important guiding questions: What are the strengths and weaknesses of different research methods and data sources for providing insights about current and future changes in skill demands? What support does the available evidence (given the strengths and weaknesses of the methods and data sources) provide for the proposition that the skills required for the 21st century workplace will be meaningfully different from earlier eras and will require corresponding changes in educational preparation?
