The NAVSEA cost estimating process is at once analytical and synthesizing in nature using established methods and valid data, to estimate the future costs of a program, based on what is known today. It is an organized approach designed to accurately calculate the future costs of ships, submarines, and weapons systems. The management of a cost estimate involves continually updating the estimate with actual data as they become available, revising the estimate to reflect changes, and analyzing differences between estimated and actual costs-for example, using data from a reliable earned value management (EVM) system. Anyone that has ever managed a project knows the value of a good cost estimate.The ability to generate reliable cost estimates is a critical function, necessary to support the NAVSEA capital programming process. Without this ability NAVSEA is at risk of experiencing cost overruns, missed deadlines, and performance shortfalls-all recurring problems that program assessments too often reveal. Furthermore, cost increases often mean that NAVSEA cannot fund as many programs as intended or deliver them when promised. The methodology outlined in this guide is a compilation of best practices that federal cost estimating organizations and industry use to develop and maintain reliable cost estimates throughout the life of a NAVSEA acquisition program. The audit was made in response to a congressional request by Congressman Floyd D. Spence, regarding a Navy review of the scheduled move of the Naval Sea Systems Command (NAVSEA). The Deputy Secretary of Defense requested the Navy review of cost estimates based on Senator Charles S. Robb's concern over the wide disparity between the Cost of Base Realignment Actions computer model (COBRA) estimate of $74.5 million and the Navy's economic analysis estimate of $218 million for the realignment of NAVSEA. The Deputy Secretary of Defense directed the Navy to review the cost estimates to provide assurance that the 1993 Defense base realignment and closure (BRAC) decision remained valid. The Inspector General, DoD, agreed to review the Navy results for accuracy and reasonableness.

Book excerpt: The acquisition of major weapon systems is an extremely complex process involving interrelationships between a number of organizations. This thesis presents a general procedure and develops parametric cost estimate for Naval ship acquisition cost. Two different models are developed, one a 9-subsystem model, the other a single total cost model. The models were developed using the linear least squares regression technique with MINITAB statistical program on a data base of Destroyer type ships built in 1954-1966. A comparison of these two estimates with the existing RMC model's estimate was examined for Patrol Frigate construction data. The 9-subsystem estimate could be compared favorably with the RMC model cost estimate. (Author).
