Book excerpt: Excerpt from A Study of Secondary Education in Vermont By an act of the General Assembly of 1908 a Department of Pedagogy was established at Middlebury College for better professional training of teachers for secondary school work. The college soon came to recognize the necessity of a more intimate knowledge of conditions in the high schools and academies of Vermont, their special needs and problems, in order to a clearer understanding of its mission in helping these schools to be more efficient means in serving their constituents. To secure this information, Raymond McFarland, Professor of Secondary Education, was directed to visit the secondary schools of the State, or as many of them as could be reached during the first half of the school year of 1911-12. He was received in a most courteous and kindly manner, both by superintendents, principals, and teachers, and accorded every facility for his examinations, for which both he and the College desire to to express earnest gratitude. Study of his report will show that his investigations were conducted in a thorough and impartial manner, with the sole object of acquiring facts which may be found useful in improving educational conditions in the State. Progress must be based upon facts, and as a contribution to the knowledge of conditions in Vermont education this report is sent out to the friends of Vermont schools. While the report is in many respects encouraging, it also suggests the need of advance in several directions, and the facts contained in it have already proved of service in the Middlebury College Department of Pedagogy. Book excerpt: Excerpt from Report of the State Board of Education: Of the State of Vermont To the General Assembly of the State of Vermont: The State Board of Education, created by act of the Legislature of 1908 and to which was committed the duties discharged previously by the State Board of Normal School Commissioners, herewith submits its first biennial report as required by law. The Legislature of 1906 created a special commission "empowered to consider the status and equipment of the Normal Schools of the State, to compare the same with the normal school facilities of other states, and to report to the General Assembly at the biennial session of 1908 their findings and recommendations." This was the third commission charged by the Legislature with practically the same duties within the last thirty years, and after each successive report the Legislature has increased the appropriation for the three Normal Schools of the State, or otherwise enacted laws for their continuation and betterment. For example, the Legislature of 1898 passed the following act, (Section 945 of the Public Statutes of Vermont): "The Normal Schools of Randolph, Johnson and Castleton are continued until August, 1920." And the last Legislature made the largest grant in our normal school history, appropriating the sum of $30,000 annually to the Normal Schools to be expended by the Board of Education for the support of such schools, $7,500 for each of the three schools and an additional sum of $7,500 to be used annually by the Board for the benefit of any or all of the schools as in the judgment of the Board may seem best, "provided that such schools are maintained to a standard high enough to satisfy said Board that the graduates of such schools are properly fitted to become teachers." All this seemed to indicate that it was the settled policy of the State to develop the present Normal School plants, to increase the educational advantages and opportunities of the present schools, to raise the standard for admission and graduation, so as to enable its graduates to obtain the highest degree of skill and efficiency possible with the appropriations thus made. The State Board of Education entered upon this task with determination to carry out this wish and purpose in good faith. Repairs. To accomplish all that was expected, it was necessary in the first place to provide rooms and equipment at all these schools for the new work that was necessary to be done. Book excerpt: Excerpt from The Eleventh Yearbook of the National Society for the Study of Education: Agricultural Education in Secondary Schools Some idea of the present demand for instructors qualified to teach agriculture in secondary schools may be derived from the fact that in the United States at present there are over a hundred special agricul tural schools located in 17 different states supported in whole or in part by the states, and that agriculture was taught in 1910, as a separate subject in more or less complete courses, to over pupils in public and 140 private high schools, according to the reports submitted by these schools to the Bureau of Education. It is true that much of the instruction given in these schools is very elementary and is of an informational rather than a practical character. It is true also that the courses given are very brief in the majority of cases. On the other hand there are fully as many high schools giving four-year courses as there are special agricultural schools and the courses given by them are as vocational in their character as the courses given by the majority of the special schools. California, for instance, has 12 high schools with agricultural departments in charge Of special agricultural teachers. All of these schools are supplied with land for instructional purposes vary ing from 3 to 27 acres in extent; all have available laboratories and several have greenhouses. Michigan has 11 high schools with four-year courses in agriculture, each taught by a graduate of the Michigan Agri cultural College. Massachusetts, New York, Nebraska, Iowa, Ohio, Minnesota, Tennessee, and Vermont each has several such schools. One or more may be found In almost every state in the Union.
