A subset of Chicago schools-about a quarter of high schools and 10 percent of schools with middle grades-have very high suspension rates, and almost all of these schools predominantly serve African American students. These schools' students come from the poorest neighborhoods with the lowest incoming achievement; many have been victims of abuse or neglect. At high-suspending high schools, about half of students received a suspension in the 2013-14 school year. This report examines reasons for racial and gender disparities in suspension rates and finds that suspensions are concentrated among schools serving the most vulnerable student populations. It also explores the degree to which differences in schools' suspension rates are related to school climate and student achievement.

Book excerpt: This study focused on the disciplining actions given to students of color after the implementation of the zero tolerance (ZT) policy in Texas' schools. Out-of-school suspension and expulsion data were analyzed to depict trends and/or patterns across school levels as well as gender and race/ethnicity. More specifically, the disciplinary action of 34,047 elementary, middle and high school students of color suspended out-of-school and expelled in Texas' public schools during the1999-2000 and 2002-2003 academic school years were statistically analyzed then evaluated via specific tenets of critical race theory (CRT). A critical policy analysis, as defined by the researcher, was discussed using the results of the data analysis. In addition, the predictive power of the variables school level, gender and race/ethnicity on the disciplinary action given to students of color were analyzed during the school terms under study. The most statistically significant finding of the study was the influence of ethnicity on out-of-school suspension and expulsion rates of students of color in the State of Texas after the implementation of the policy known as ZT during the selected school terms. Furthermore, of the students enrolled in public schools in Texas during the 1999-2000 and 2002-2003 school years, African-American students comprised 14.3 and 14.4 percent of the population; yet, they received more than one-third of all disciplining actions, second to European Americans who comprised 43 and 40 percent of the enrolled population. When compared to other students of color, African-American students received 53.6 and 53.9 percent of the out-of-school suspensions and 64.3 and 65.1 of the expulsions. Even though the data presented were aligned with previous research studies, the view of disciplinary actions for students of color from a critical race theory (CRT) lens highlights the deficiencies outlined via a critical policy analysis of the ZT policy as it is used to fortify the safety of schools.

Book excerpt: One of the most consistent--and disturbing--findings in educational research for more than 30 years is that students of color at all grade levels and across the country are suspended at significantly higher rates than their white counterparts (Children's Defense Fund, 1975; Dunbar, C. & Villarruel, F. A., 2002; Gordon, R., Piana, L. D., & Keleher, T., 2000; Krezemien, M. P., Leone, P. E., & Achilles, G. M., 2006; Nieto, S., 2004; Skiba, R. J., Michael, R. S., Nardo, A. C., & Peterson, R. L., 2002). In fact, African American, Latino, and Native American students "are suspended or expelled in numbers vastly disproportionate to those of their white peers" (Gordon, et al., p. 2). Disproportionate treatment of students based on race (or class) can certainly be traced to entrenched values and beliefs that have shaped American social systems and institutions. Evidence suggests "a deep pattern of institutional racism" and, more recently because of Zero Tolerance policies, a "special kind of "racial profiling"" that appears to be occurring consistently across the country (Gordon, et al., p. 1-2). Because the problem is systemic, the solution should be comprehensive, multi-faceted, and strategic. Strategies and suggestions that may be helpful in constructing a comprehensive plan for equitable disciplinary practices are offered. A list of references and online resources is included.
