Book excerpt: Excerpt from Minimum Health and Sanitation Standards in Schools Inasmuch as the union movement among teachers is characterized by a growing desire on the part of teachers to improve the conditions under which the work of teaching is carried on, the Teachers Union decided to go ahead with its plans. Accordingly, it was decided by the Union that the President should resign his position as teacher in a high school. The resignation was accepted January 3, 1921. The letter of resignation dated December 14, 1920, contains this statement quoted here to indicate the scope of the inquiry proposed: Among the conditions inquired into should be the following: The physical conditions, the conditions relative to ad ministration, the conditions relating to teaching. In addition, I believe it is important that studies be made of the quality of our ideals in relation to the prevailing schools of educational thought. In this connection, we should know the source of the moral, the' social, the civic and the professional inspiration of our teachers. The study of these conditions in relation to the product as shown in the output of our schools and in the quality of our citizenship should give us important leads for fundamental changes. Book excerpt: Excerpt from School Health Administration The problem of this dissertation is to find what American cities are doing for national health and vitality through the agency of the public schools, and how this work may be made more efficient and socially useful in solving our individual and national health problems. The scope of the work is enormous and necessarily in the nature of a rough survey, rather than an intensive study of a narrow portion of the field. Only one of the newest phases of educational hygiene, medical inspection of schools, has been very thoroughly investigated, and the multiplicity of limitations in this field has made great accuracy impossible. No very conclusive results have been obtained, and the volume is offered merely as a beginning on a new problem, and for its suggestive value in practical administrative improvement. The investigation began with the practice of such work in the writer's own school when a principal in Minneapolis, and more directly with a study of data collected by the Child Hygiene Department of the Russell Sage Foundation on the health provisions of 1,038 graded school systems under superintendents. It has since broadened into a study of national health and vitality, a survey of educational hygiene in twenty-five of forty cities visited for the purpose, and an intensive study of health problems in one school system by invitation of the Board of Education. The tentative standard plan for the administration of medical inspection as an organic part of the whole of educational hygiene here offered for criticism, is an outgrowth of the last mentioned study. The hope back of the dissertation is, of course, that the health conditions of our nation may be improved. Book excerpt: Excerpt from School Health Supervision in Minneapolis, Minn This latter board comprises seven members - two members of the city council and the mayor, who serve as exofficio members, and four other members who are appointed by the mayor with the approval of the city council. The authority to maintain health supervision over the public schools is vested in the board of education and is exercised by the department of hygiene. The public health administration of the city is under the division of public health of the board of public welfare. Coordination of Functions. In May, 1920, the board of education, with the approval of the board of public welfare, designated the commissioner of public health to act also as director of the department of hygiene of the board of education and transferred to the account of the board of public welfare funds in the amount of the salary formerly paid the director of hygiene. This action by the board of education was a distinctly progressive step, both from the standpoint of economy and efficiency, and is in accord with the present tendency of governmental agencies to harmonize the work of the various boards and bureaus which have nearly identical functions. The coordination of the health work in the schools with the work of the city department of health extends, at present, only to the employment of a common director, and does not permit of the interchangeable utilization of the services of the personnel of the department of hygiene and the division of public health in school health work and general public health work. School Buildings and School Population. The board of education operates 84 public schools, including 6 high schools, 3 junior high schools, a school for crippled children, and a farm school for boys. In respect to the latter, the board of education exercises no other function than that of supplying teachers. As is the case in practically all cities, the school building program has been of gradual evolution, and has not kept pace with increase in the population, owing to the lack of funds. For this reason some of the lower classes are overcrowded and a few of the school buildings are of rather ancient construction. In the main, however, the newer buildings are in keeping with the requirements of modern school architecture. The attendance at the public schools at the time of this survey was 60,146. Exclusive of the high schools, the attendance was 50,080. School Health Supervision. Minnesota has no State school medical inspection law, but school medical inspection is permitted under regulations of the State board of health which have the force of law. In the early part of the present fiscal year this disease threatened to become epidemic in the southern part of the United States, particularly in cities of the Gulf coast, but prompt and radical measures applied to local conditions in Galveston, Beaumont, and Pensacola, where the disease had gained a foothold, and the continuation of the measures already in force in New Orleans, served to avert its spread. Yellow fever foci were reported during the year in widely scattered areas on both the eastern and western coasts of Mexico, the eastern coast of Central America, and certain portions of the Atlantic and Pacific coasts of South America. In spite of close and active com mercial relations with infected ports, and the occurrence of five cases of this disease on ships arriving at domestic ports situated in infectible territory, the disease was successfully excluded from our country.
