Book excerpt: The purpose of this study was to gain information and knowledge regarding the perceived impact the relationship between the superintendent and school board members had on a school district. This study also explored which characteristics school board members and superintendents believe are essential to effective school board member and superintendent relationships. This quantitative study utilized survey research methods. Participants answered four demographic questions and 35 primary questions that addressed components of the research questions that frame this study. Questionnaire items were answered on a Likert-type scale that indicated the participants' level of satisfaction (items 1-25) with the school board member and superintendent relationship and level of importance (items 26-35) related to essential characteristics of effective school board member and superintendent relationships. Survey methodology was appropriate for this particular study because the aim of the study was to investigate the perceived relationship between two defined stakeholder groups, school board members and superintendents, and those groups' perceptions of how that relationship impacts educational accountability, the instructional program, leadership roles, board-superintendent conflicts, teamwork, and school-community relations. Participants were selected from the state of California database system that includes contact information for school board members and superintendents within the state. The researcher had access to participants because he secured the support from the California School Board Association (CSBA) Board of Directors. The CSBA Board of Directors allowed the researcher to use their comprehensive e-mail database to contact superintendents and school board members within the state of California. In order to keep the random sample sizes as large as possible, invitations to participate were sent to 250 superintendents and 350 school board members in the CSBA database system

Book excerpt: Conflict between superintendents and school boards existed in the early 1800s and continues to exist today. This adversarial conflict in the working relationship results when one of the parties exceeds the other's subjective boundary as it pertains to involvement in the governance process and working relationship. The study examined six hypotheses regarding the perceived degree of involvement of Iowa single superintendents, shared superintendents, and those superintendents' school board members. The study was designed to determine whether or not school board members perceived their superintendent differently if the superintendent was a shared superintendent rather than a single superintendent. The study also revealed if the shared superintendent perceived their role differently than that of a single superintendent. School board members and superintendents were selected from the K-12 public school districts in the State of Iowa. District superintendents and their school board members participated in the quantitative study. The sample totaled 68 superintendents and 362 board members. There was a 69% return rate for superintendents and 42% for school board members. Of the six hypotheses, only one was upheld. This study backs up the related literature in revealing that the working relationship that a school board and its superintendent create and foster is equally as important as the day-to-day governance tasks that are outlined in college textbooks. This study affects how districts can and should make the decision about sharing superintendents. It is essential that school boards weigh all of the factors-both financial and political-in how sharing a superintendent can affect the district. Regardless of whether a superintendent is shared with two or more districts or serves in a single district, it is important that those who prepare future superintendents look at the programs to determine if enough time is spent on helping administrators to develop the relationship building skills as outlined in this study. The key stakeholders in education need to redefine the training that all superintendents and their board members need in order to be the visionaries that school systems have come to expect.

The purpose of this study was to determine the perceived level of authority for leadership responsibilities being performed by school boards and superintendents in Missouri public schools. A common list of responsibilities throughout the state for each of the groups could lessen the opportunity for conflict and lead to more effective schools. Methodology. The population for this study were 448 public school districts in the state of Missouri. School districts excluded from this study were the 79 elementary (K-8) districts in Missouri and the Special School District St. Louis County, St. Louis City School District, and the Kansas City 33 School District. The sample consisted of 210 school districts selected from the population, with school board presidents and superintendents as units of measure. Survey instruments were designed to collect information concerning the level of authority for leadership responsibilities both school board members and superintendents actually have, and the level of authority for leadership responsibilities school board members and superintendents believed they ideally should have. All data collected were subjected to descriptive statistical analysis. Three hypotheses were developed for testing. Findings. The following statements briefly describe the status of board members' and superintendents' perceptions on authority of leadership responsibilities. Significant difference was found between the actual level of authority and the ideal level of authority which board presidents and superintendents believed should exist for each group. Significant difference was found between board presidents and superintendents concerning the level of authority which each group ideally should possess. Though both groups indicated that more authority should be directed to the superintendent's position, board presidents chose a lower level than that of the superintendents.
