Book excerpt: The study is to examine the objective house factors impacting residential water consumption, to explain how each factor influences water bill in a household, as well as to call attention to use residential water resource more wisely. The results are based on regression data analysis. The Hedonic price model analyzes relations between marginal residential water bill and five independent variables, including: acres, building age, living area, home value, and a south Springfield designation. This study uses data from local households in Springfield, Missouri. Findings can be used in formulating policies related to urban water usage. City Utilities could use the findings from the study as a guide to adjust residential water price with the help of localized data results. The final purpose of this study is to suggest Springfield, Missouri, residential water allocation and pricing policy adjustment. Therefore, residential water resource could be saved and used in a more efficient way.

Book excerpt: The purpose of this study is to build upon and extend previous water conservation research efforts of price and nonprice conservation programs on residential water demand in different urban areas of the southwestern United States. The primary research objectives are to: (1) develop residential water demand models to examine the effectiveness of price and nonprice programs; (2) develop and document a database of residential water demand in selected study ares; (3) evaluate the effectiveness of price and nonprice conservation programs using the water demand models and database developed for this study; and (4) examine the applicability of extending regional water demand relationships and results of conservation program effectiveness to other cities in the region. Specific issues examines on regional, seasonal and individual city basis include: How responsive are consumers to changes in the price of water?; are consumers responding to the average price, marginal price, or some combination of the two?; How does demand change or respond to implementation of nonprice conservation program? Is it appropriate to model and apply results on effectiveness to other cities in the region? The scope in terms of number and cross section of cities, detail of observations (monthly time periods), length of time covered and inclusion of price and nonprice programs combined with the analytical techniques used, contribute to making his one of the most comprehensive studies conducted on residential water use and the effectiveness of conservation programs. The research techniques and results of this evaluation will benefit water utilities and consumers through lower costs and more secure water supplies because of improved understanding and better planning and implementation of residential price, rate structure and nonprice conservation programs.

Book excerpt: This detailed study of the use of water at different price levels by residential consumers in the Toronto-centred region from Hamilton to Oshawa challenges the basis of our present urban water supply policy. Adoption of the recommendations presented would mean higher prices to householders, but a considerable saving of hundreds of millions of tax dollars over the next three decades. The present policy uses a 'requirement approach' in which future water needs are calculated by extrapolation of past trends and an assumption that demand is inelastic. This leads to excessive levels of water use and over-investment in water supply, sewage collection, and treatment systems. The resultant misallocation of resources can be corrected by adoption of a demand/management approach in which investment policy is guided by consumer demand and alternative pricing arrangements are used as a management tool. Dr. Grima examines several alternative choices for management, such as metering, increasing marginal prices, sewerage charges, seasonal charges, and an increasing price block schedule, and describes the results of each. Water managers in Canada are strongly challenged to begin a fundamental rethinking of their basic policies. (Department of Geography Research Publication 7)

Book excerpt: Across the United States, the practices for collecting water use data vary significantly from state to state and vary also from one water use category to another, in response to the laws regulating water use and interest in water use data as an input for water management. However, many rich bodies of water use data exist at the state level, and an outstanding opportunity exists for assembling and statistically analyzing these data at the national level. This would lead to better techniques for water use estimation and to a greater capacity to link water use with its impact on water resources. This report is a product of the Committee on Water Resources Research, which provides consensus advice to the Water Resources Division (WRD) of the USGS on scientific, research, and programmatic issues. The committee works under the auspices of the Water Science and Technology Board of the National Research Council (NRC). The committee considers a variety of topics that are important scientifically and programmatically to the USGS and the nation and issues reports when appropriate. This report concerns the National Water-Use Information Program (NWUIP).

Goals of this research included: Providing specific data on the end uses of water in residential settings across the continent; Assembling data on disaggregated indoor and outdoor uses; Identifying variations in water used for each fixture or appliance according to a variety of factors; and Developing predictive models forecast residential water demand. This report represents a time and place snapshot of how water is used in single-family homes in twelve North American locations. Similarities and differences among 'end users' were tabulated for each location, analyzed and summarized. Great care was taken to create a statistically significant representative sample of customer for each of the twelve locations. However, these twelve locations are not statistically representative of all North American locations.

Residential water users in Calgary have their choice of either a flat rate or a metered rate for their water. Calgary's unique dual rate system allows for an investigation into the effects of the two pricing methods. This thesis is an enquiry into the effects of the various factors, including pricing method that influence household water consumption. A random sample of flat rate and metered water users was drawn in the fall of 1968 from the billing lists of the Consumer Service Department. Each sampling unit drawn received a mail questionnaire with questions pertaining to family and household characteristics. A personal interview was conducted at all homes not replying to the mail questionnaire in order to check for non-response bias. Additional information on each household was obtained through the Consumer Service and Land Assessment Departments of the City of Calgary. The results of the analysis pointed out some important findings that should be considered in planning for future residential water use. First, households on a flat rate, ceteris paribus, average substantially greater water use than metered households. Second, the major water-using appliances in the home are washing machines followed by automatic garbage disposals and dishwashers; while the major water-using fixtures are washbasins and sinks, and toilets. Third, an indication for the need to meter was found in the large variance of water consumption between households in the same socio-economic class. Fourth, seasonal peaking increases faster than average water use as the value of the home and income increases. Fifth, the use of mail questionnaires results in an over-estimation of population characteristics (i.e. biased estimation).

The water demand, price and conservation program information documented in this report is the result of research and data collection efforts and utility cooperation initiated in 1991 by William Bruvold and continued by the researchers of this report through a consortium of universities. The study encompasses seven water utilities in three western states- California, Colorado and New Mexico. The information gathered, developed and refined for this study was digitized and a database created in spreadsheet format for analysis. Database structure, variable names, definitions, computational adjustments and study area characteristics are described in this report. Water demand model descriptions and analysis results of this research are presented in another publication of the AWWA Research Foundation by Michelsen, McGuckin and Stumpf (1998) entitled Effectiveness of Residential Water Conservation Price and Nonprice Programs.
