All rights not granted by the above license are retained by the author. Abstract: This study is to investigate the property management services towards safety condition of buildings in Hong Kong. Those property management services were found under a larger framework on property management industry brought by the housing managers including Building Repair & Maintenance, Management of Environment, Property Management Services for Owners / Tenants / Community, Facility Management, Law in Practice, Finance Management, Human Resources Management and other attributes of property management services. The results of the survey implied that the housing managers or practitioners of the property management industry realized those services would brought to the safety condition of the building in Hong Kong with significant impacts, but most of them would only put their focuses on the facility management or Building Repair & Maintenance. From the study, we could see there was raising concern on Finance Management and Law in Practice which was conformed to the past literature on safety condition of the buildings. This study also showed how the socio-demographic characteristics would affect the perceptions of the housing managers and the practitioners of the property management industry on the property management services. Much more of this study is to explain the importance of considering the point of views of the different property management services in affecting the safety condition of the buildings. To illustrated the relationship between the property management services and the safety condition of the buildings in order to understand how important of the property management services is in maintaining the safety condition of the buildings. Abstract: Abstract The issue of fire safety in Hong Kong has been highlighted by a number of disastrous fires from 1994 to 1997. Government enacted the FS(CP)O in 1997 which requires retrospective upgrading of fire services equipment, means of escape, means of access for fire-fighting and fire-resisting construction for PCP and SCB. The coverage is extended to composite building and domestic building by a new ordinance FS(B)O passed in 2002. It is now being proposed to address the problem of building neglect through compulsory set-up of IO and appointment of management company. This thesis argues that while introduction of new legislation may be pertinent, it will not effectively tackle the fire safety issue. The primary objective of this thesis is going to establish that building management is the most significant factor towards fire safety condition, not the building use type or building age as suggested in the fire safety ordinances and the Building Management and Maintenance (BMM) Consultation Paper. An empirical research of substantial scale involving 80 different types of buildings has been launched to study the relationship between fire safety condition and factors like appointment of management company, set up of IO, building type, building age, building size, provision of fire services installation etc. It has been established that among the factors under study, building management is most significant to the fire safety condition followed by building age, building type, establishment of IO and provision of fire services installation. Other factors such as building size and issuing of s24 orders are found to be irrelevant to the fire safety condition. Contrary to government's underlying assumption in FS(B)O, composite building is found to be the least fire-risky while industrial building is the most fire hazardous building category. Moreover, set-up of IO has a negative correlation with fire safety condition which suggests that compulsory set-up of IO does not help to improve fire safety condition. The existing fire safety control mechanism has set a wrong focus on secondary concerns. All rights not granted by the above license are retained by the author. Abstract: High rise buildings are commonly found in Hong Kong. Neighbours are so close to one another that activity next door could bring disastrous effect to the whole building even if only minor malpractice is found in daily activities. There had been a number of fires with large number of casualties and deaths in the recent years. Fire safety management in buildings across Hong Kong has been one of the most discussed topics in the territory by the government, politicians and the general public. Investigations of those incidents revealed that there are common malpractices found in those buildings - ineffective means of escape routes, unauthorized alteration to building usage and structures and low awareness on fire safety management. The government did take remedial actions after each fire by imposing more requirements on fire services equipments and systems for types of buildings that had been burnt in previous fires. Furthermore, ad hoc fleet checks to buildings with similar characteristics as where the fires were had also been carried out to meet public concern right after blazes. Long term measures such as enactment of new laws, amendments to existing codes of practice on fire safety equipments and systems, strengthening execution of laws towards offenders, launch of promotional programmes by the Fire Services Department to raise public concern on fire safety awareness have been in effect aiming at lowering the figures on fire cases and hence loss in lives and properties. After series of actions taken, number of fire cases, casualties and deaths result from fire did not go down in the past few years. Building fire safety condition in two cities in South East Asia, Singapore and Tokyo, are taken for comparison with that of Hong Kong. It is discovered that there are merits from the two cities for our reference in order to get the safety levels of our buildings be raised. The two governments in Singapore and Tokyo take proactive approach on control and promotion of fire safety in buildings while our policies are passive ones. Besides, both Singaporean and Tokyo government plan their policies with focus on the weaknesses found that bring adverse effect to the key issue. In order to cultivate safe atmosphere for citizens in Hong Kong, the government is strongly recommended to adopt proactive approach that addresses the root cause of the issue. Compulsory appointment of independent Fire Safety Manager, adoption of total fire safety management concepts with focus on emergency planning and drills, incentive programmes to raise the public awareness on building fire safety are expected to strengthen the concepts of fire safety in the community. On the other hand, compulsory formation of owners' corporations, legal review and amendments to current ordinance on building management in order to maintain equilibrium for management power among stakeholders, including building managers, of buildings and last but not least, putting legal liability on professional building managers for fire safety malpractices are suggested measures to address the root causes of the phenomena. The people's thought towards property management has changed from the provision of basic services such as watchmen and cleaners to a professional servicing industry. Moreover, as changes in people's attitude in service consumption and social values, the requirement of the owners for the property management services raised. Apart from this, the participation of Owner Committee ( OC ) in the property management has become more significant which has been recognized by the residents, the property management practitioners as well as the government. As a result of the rapid population growth, the demand for the housing has increased rapidly too thus, led to the development of multi-storey buildings in large scale. The government policy has encouraged the participation of OC in the management of the building by formation of Owners Incorporations aiming at the promotion of a 'self-help' approach for which the OC could manage the building on their own. The encouragement of the government by enactment of the Building Management Ordinance has strengthened the power of the Incorporated Owners as they have the power to terminate and to appoint managers at their choice. However, we always hear that Owner Committee (OC) will cause a lot of quarrels between OC and the property managers/property management companies and bring a lot of troubles to the property manager/property management company. Sometimes the property managers/ property management companies complained that the requirement of the OC is too high to meet and unreasonable. Moreover, they also complained that OC controls too much on them so that their efficiency of work and their daily performance will be reduced. In addition, it creates a great impact to the property management companies and to the industry of property management. For example, the incidents of termination of property managers/property management companies were increased for the past decade. Does OC really could not perform their function and to make contribution to improve the quality of private residential property in Hong Kong? In this dissertation, it is to find out whether the OC participation in the management of the property has positive impacts on the management quality of the estates or not. If yes, to what extent or level that OC could help improve the quality of the private residential property in Hong Kong. After the estate study, it was found that OC participation in the management of the property could help the management company understand their needs and become more accountable. It was also noted that by the questionnaire survey and face to face interviews, the estate selected for the estate study that is a high level of participation of OC, all the comments and results have a higher satisfaction rate and a positive impacts on the management quality of the estate as well as in the whole property management industry. It combines the function of a living place and a major storage of wealth. Socially, it is a vertical community lived hundreds even thousands of people. Technically, it is an artifact of modern architecture and a combination of various building services and specific knowledge and skills are required to keep it running smooth. The one who operates this epitome of a society is named as "Housing Manger" Housing management is a young profession in Hong Kong. Its status and role is built progressively through interaction with its service clients, those are the residents of estates. The social construction process forms the base of the profession in image and agreement building. Understanding the relationship between residents' perception and the evolution of housing management profession helps the profession to setup its direction and goal in order to provide more appropriate services to safeguard the interest of the general public. The purpose of this study is to analyze how the role of housing management profession is developed and affected by the perception and expectations of residents. Housing management itself is also examined with the eight characteristics of a classical profession to see whether it fulfills the requirements to differentiate itself from other occupations and professions. A questionnaire survey and an interview in micro perspective are carried out to collect the first hand information of thinking from residents and industry practitioners. The findings indicated that the general public holds a positive image on the housing management profession and agree its contribution to the public interest, which is maintaining a safe and comfortable living environment for residents. The latest movements in qualification framework and legal recognized licensing system of housing managers have clearly stated its service boundary of the profession and improved its legitimacy in the industry. On the other side, the findings also indicate some aspects are waiting improvement to strengthen the status of the professions. It shows the direction for all stakeholders of the industry to work and cooperate with each other for the ultimate goal of a safe and enjoyable living environment.
