Book excerpt: As traditionally structured, American schools, in general, have found it more difficult to educate some students than others. In Washington State, as in most other states, the single best predictor of student achievement at the school level is the percentage of students on free or reduced (f/r) lunch status (Abbott & Joireman, 2001). This fact has made comparing school-wide performance problematic, let alone comparing district-wide performance. Therefore, it has been difficult to identify the schools and districts that are most successful at helping their students reach high standards because the comparative success and progress of student achievement must be considered in light of the demographic challenges facing the school and the district. Over the life of educational reform in Washington State, schools and districts have experienced various levels of success in raising student achievement as measured by the Washington Assessment of Student Learning (WASL). For the last seven years, the Washington School Research Center (WSRC) has been interested in studying schools and districts in the state that are distinguished by their remarkable progress, despite their challenging demographics, as measured by the WASL. Although it was clear that some schools were experiencing high levels of success (WSRC, 2002), an important consideration for those invested in school reform is the degree to which widespread success is possible. This question led WSRC researchers to conduct their study on effective districts in Washington State (WSRC, 2004). When they began their effective districts study, there was general agreement that highly effective teachers were present in some schools and that highly effective schools were present in some districts. In this study, "Lessons on Leadership," the researchers build upon their previous report on effective districts and examine the types of leadership provided in the 10 districts that have been successful at meeting Washington's learning standards despite their demographic challenges. Their purpose is to add to the growing body of research that identifies distributed leadership as an important characteristic of effective districts. The 10 districts that participated in their two district studies are: (1) Bellingham Public Schools; (2) Central Valley School District; (3) Federal Way School District; (4) Lynden School District; (5) Medical Lake School District; (6) Nooksack Valley School District; (7) Spokane Public Schools; (8) Tumwater School District; (9) West Valley School District (Spokane); and (10) West Valley School District (Yakima). The researchers' analyses confirmed important patterns and themes regarding the "characteristics of effective districts" (as previously reported): (1) Commitment to school reform; (2) Ownership for student learning; (3) Distributed leadership; (4) Collaborative organizational environment; (5) Focus on adult learning; and (6) Trust and relationship-building. In addition to describing how the effective district characteristics developed, the present study uncovered characteristics that were common to the leaders in these districts. The most prominent of these characteristics were: (1) an ability to communicate effectively, (2) a tendency to lead by example before mandating changes, (3) a skill for empowering others to lead, and (4) a capacity for providing support. Book excerpt: The purpose of this qualitative study was to understand how a school districts’ central offices could reorient their beliefs, processes, and work for greater equitable student achievement outcomes. With the rise of accountability for student performance by federal and state systems, the role of the central office has come under greater scrutiny. Additionally, research reveals that economically disadvantaged students and students of color are not reaching the same levels of academic achievement as their richer white counterparts in the United States. The effects of this gap can have long-term consequences since high school graduation and a college degree are gateways to financial security. School district leaders must play an essential role in minimizing inequities in education to meaningfully prepare all students for life after high school. Therefore, it is incumbent on the leadership of K-12 public school districts to ensure equity and results for all its students. The following research questions guided the study: (a) How do superintendents reorient their central offices toward an equity vision? (b) What central office systems or actions were created, changed, or adjusted to focus on equity? (c) What have been the outcomes of this equity focus on student achievement? This single study analyzed the key factors and system-wide changes taken by a district’s central office to bring equitable student achievement outcomes. The study focused on what system-wide changes occurred at the central office that resulted in students of color and lower socioeconomic status achieving academic parity with their peers. Using semistructured interviews the researcher wanted to understand how the members of the central office viewed their role and how others perceived the work of the central office. With snowball sampling, a total of 13 individuals participated, two board members, the superintendent, four central office cabinet members, one department head, two mid-level professionals, and three principals. Member checking occurred through the review of interview transcripts and in vivo coding was used to find patterns and trends among the participants' words. As a result of the study, five significant findings were attributed to the district’s success in making gains in equity. They were: (a) having a champion whose core value is equity and who supports it with high expectations and strategic goals (b) changing the perception of the central office to one of service and relationships (c) the central office using data for equity and creating collaborative solutions, not directives (d) the central office having a tightly held curriculum and resources (e) targeting human resources and finance aimed at equity, and (f) the central office embracing the culture of their community with different approaches to outreach

The third chapter explains how to renorm a school district, focusing on the technical aspects of the process, such as time factors and the cyclic nature of events. Chapter 4 describes how a small district in Mississippi used renorming to reform its English program. Conclusions are that successful change depends on effective leadership, community consensus, and employing a systemic approach. Appendices describe one superintendent's experiences and the renorming efforts of five school districts: Pontotoc, Mississippi; Springdale, Arkansas; Ardmore, Oklahoma; Social Circle, Georgia; and Richmond County, Georgia.
