It shows, for example, how the Papacy during the Middle Ages approached a form of inter national government and how modern history has brought a gradual development along the legislative, executive and judicial lines. The historical portions are followed by an analysis of the constitution and achievements of the actual League, and, last of all, by a consideration of its specific problems in the light of economics, biology and social psychology. Book excerpt: Excerpt from Introduction to the Study of International Law: Designed as an Aid in Teaching, and in Historical Studies The first edition of this work appeared in 1860, and the second, with much new matter and some changes of order, in 1864. A third in 1871, besides other additions, was enlarged by an important supplement to the second Appendix, bringing the list of treaties down as nearly as possible to the time of publication, and by a third Appendix containing notes on topics either briefly spoken of in the body of the work or newly brought into prominence during the war of the rebellion. The fourth edition now follows, in which quite a number of corrections, more or lass important, are introduced into the main text; an addition is made to the list of writers on international law, and of collectors of diplomatic documents; the treaties are brought down to the present time; and the third Appendix is closed by a note discussing the case of the Virginius. In regard to corrections, the reader is referred to 55, 58, 122, 152, and 163 as containing the principal ones; and he is requested also to consult the notes in the third Appendix in connection with the text to which they relate. It would have suited both writer and reader better to have had these notes inserted in the text, but stereotype plates put books into a strait-jacket which it is hard to throw off. The title-page describes this work so aptly that a few words only need to be used in regard to its plan and object. The author had been engaged for a number of years in teaching international law and in giving lectures on history. Book excerpt: Excerpt from International Politics It is outside the province of an introductory study to offer solutions of political problems and, therefore, the whole book is a statement of fact and an expression of doubt rather than the exposition of a doctrine, programme or policy. The need of the general public and even of some statesmen appears to be not so much the inculcation of a gospel as instruction in an alphabet: for ignorance of facts, not ill-will, appears to be the greatest obstacle to progress in regard to international affairs. This, however, does not imply that -the book is intended to be quite colourless as regards the solution of the problems described. A certain ve definite attitude has been adopted; and certain very efinite conclusions are implied in regard to some issues. For example, it is quite clearly supposed that the interest of all nations is not to be found by the ancient process of each seeking its own and it is implied, without adequate evidence offered here because the evidence is regarded as obvious, that war is an altogether evil institution and a useless political method. Even such assumptions and conclusions need not be accepted by the reader. They are mentioned in this preface simply in order that the reader may be on his guard for it is con siderably better that he should think for himself than that he should agree with the author of any book. Book excerpt: Excerpt from Studies National and International These "Studies" were revised by the author himself, shortly before his death, with a view to their publication. They formed the subject of much thought and discussion, and were written with great care and deliberation, usually in the autumn vacation previous to their delivery. They originated in his custom of spending the first hour of the session, when the attention of the students could not well be concentrated on more special subjects of study, "in discussing in a popular manner what seemed to be the leading public question or public event of the day." As the questions raised and the events discussed in these studies are still of vital interest, it is believed that the author's earnest hope was not unwarranted that they might prove useful and suggestive, not only to law-students, but to practical politicians and to thoughtful readers generally. They have not had the benefit of the author's final revision, but the proof-sheets have been carefully read by Mr. John Kirkpatrick, Professor of History in the University of Edinburgh, who has given much valuable aid in preparing the volume for publication. The Biographical Notices were written shortly after the author's death by one of his colleagues in the University and one of his confreres in the Institute of International Law respectively.
