Since 1990, the Bangladeshi government has dismantled its food rationing system, privatized grain distribution, eased restrictions on international trade, and reduced its own presence in grain markets. The foundation for these developments was laid in the preceding decades. Improvements in agricultural science in the 1970s roughly doubled farm yields, while in the 1980s liberalization of irrigation restrictions, the lifting of import barriers to irrigation technology, and the privatization of fertilizer distribution rapidly increased rice cultivation. These increases in production, coupled with improvements in infrastructure and a more slowly growing and increasingly urban population, have substantially changed the structure of food grain markets, leading to increased marketing volumes, lower prices, and significantly larger private grain stocks. The book sets the Bangladeshi case in the larger context of the South Asian subcontinent and other developing countries in Asia. The authors examine the shifting structure of supply and demand in the grain markets, the history of government intervention in those markets, and the more recent changes that altered the arguments for such intervention and led to policy changes. The case of Bangladesh also has more general relevance as a study of the outcomes of a market-oriented reform program.

Therefore, ensuring food security in the future requires a great deal of additional effort in yield improvement, with limited scope for expanding the area under cultivation. The primary target readers for this book are students and researchers in the fields of environment, disaster risk reduction, and climate change studies. The book will provide them with a good idea of the current trend of research in the field and will furnish basic knowledge on this important topic. Another target group comprises practitioners and policy makers, who will be able to apply collective knowledge to policy and decision making.

Book excerpt: Securing Food for All in Bangladesh presents an array of research that collectively address four broad issues: (1) agricultural technology adoption; (2) input use and agricultural productivity; (3) food security and output market; and (4) poverty, food security, and women’s empowerment. The fifteen chapters of the book address diverse aspects within these four themes. Access to sufficient food by all people at all times to meet their dietary needs is a matter of critical importance. Despite declining arable agricultural land, Bangladesh has made commendable progress in boosting domestic food production. The growth in overall food production has been keeping ahead of population growth, resulting in higher per capita availability of food over time. In the early 1970s, Bangladesh was a food-deficit country with a population of about 75 million. Today, the population is 165 million, and the country is now self-sufficient in rice production, which has tripled over the past three decades. Along with enhanced food production, increased income has improved people’s access to food. Furthermore, nutritional outcomes have improved significantly. Nevertheless, the challenges to food and nutrition security remain formidable. Future agricultural growth and food and nutrition security are threatened by population growth, worsening soil fertility, diminishing access to land and other scarce natural resources, increasing vulnerability of crop varieties to pests and diseases, and persistent poverty leading to poor access to food. In addition, the impacts of climate change—an increase in the incidence of natural disasters, sea intrusion, and salinity—will exacerbate food and nutrition insecurity in the coming decades if corrective measures are not taken. Aligned with this context, the authors of the book explore policy options and strategies for developing agriculture and improving food security in Bangladesh. Securing Food for All in Bangladesh, with its breadth and scope, will be an invaluable resource for policymakers, researchers, and students dedicated to improving people’s livelihoods in Bangladesh.

The overall food grains production growth rate is higher than population growth rate from 1971/72 to 2004/05. The long term (1971/72-2004/05) growth in food grain production was 2.8%, to which 79% was contributed by yield growth. The overall growth rate of area under food grain was 0.4 in 1971/72-2004/05 which was a little. Meat, fish milk and egg production has also increased significantly over the 34 years, but their demand has been growing fast, and therefore, the shortage is still high. The per capita availability of food grain in Bangladesh shows considerable improvement during the recent years. The per capita availability of other crops, fruits, fish and animal product increased slowly. The results indicate that despite the improvement of the food security situation at the national level through the improvement of access to and utilization, still Bangladesh is not food secure in the sense of share of the total energy coming from protein and fat. This study should be useful to researchers, professionals and students in the field of agricultural economics.

After the famine, the government placed a strong emphasis on policies required to attain grain self-sufficiency; since attaining self-sufficiency, the production system, policies related to it, and resulting diets have begun to diversify. Nonetheless, undernutrition remains a problem, and fruit and vegetable consumption are inadequate for most people relative to international recommendations. Moreover, as the food system has begun to transition towards a modern one, challenges related to food safety and perceived food adulteration have begun to rise. Further, increased processed food intakes are potentially associated with existing rising overweight and obesity status. Both government interventions and innovations are needed to help shift the national food system to improve nutrient-dense food availability, particularly among the poor, and to limit the increase in processed food consumption.

Book excerpt: The collaboration between the international agricultural research centers and the national agricultural research system of Bangladesh has been very important to the growth of agricultural research and agricultural productivity in Bangladesh. The collaboration started in 1966 with the beginning of the International Rice Research Institute's (IRRI) relationship with the Agricultural Research Institute and has involved a number of activities. These activities have involved researching crops and posting center researchers in Bangladesh to work with local researchers on local problems, regular visits by center staff, training programs at the centers or run by the centers, joint programs of germplasm testing and publications. The outcome of this collaboration has been more food production and probably improved income distribution. Modern varieties of rice and wheat have increased the demand for labor, which benefits the landless laborers who are the poorest group in Bangladesh. Increased food production has reduced the real price of foodgrains, which primarily benefits poorer consumers both in the cities and the countryside.
