Book excerpt: The purpose of this research was to conduct further investigation into the possibility of integrating the Air Force security police and fire protection organizations into one public safety organization. There is a continuing effort within the Air Force to strive for more cost-effective ways in which to operate individual organizations. The public safety concept has been used in many civilian communities as an effective and economical way to utilize the police and fire departments. The idea had been contemplated to structure the Air Force security police and fire protection organizations along the same lines as the civilian organizations. Using a mailed survey questionnaire, the author gathered the opinions of 132 supervisors in the security police and fire protection career fields to determine their attitudes and perceptions of the public safety concept in the United States Air Force. The survey measured a variety of organizational factors ranging from training and proficiency to equipment and dollars. The majority of those people surveyed were of the opinion that the disadvantages of an integrated system outweighed the advantages. It is the recommendation of this author, based upon the research data contained herein, that the Air Force would not be receptive to a public safety concept system. It is the author's opinion that for the foreseeable future, the idea be tabled.

It was believed that how quickly people managed to evacuate a building depended mainly on physical abilities as well as the location of the nearest exit and the behavior of the fire. But work by Behavioral Scientists has found that this idea falls considerably short. Research now shows that as much as two thirds of the time it takes occupants to exit a building after the fire alarm sounds is startup time or time spent milling about and looking for more information. Ultimately, such a finding has big implications for architects, engineers and fire protection specialists hoping to design safer buildings. Subsequently, after the 9/11 terrorists attack this new way of thinking based on Human Behavior in Fire and Emergencies is getting more attention and funding. Studying how occupants react as events unfolded and finding out what helped or hindered the evacuation efforts during the 9/11 attacks has provided invaluable information for future building designs. Ultimately, it is the author of this book believes that this is going to impact structured emergency preparedness in a major way. The basic premise of this book is that design should be human-centered because it humancentered design that provides for the information that people need to adapt to the chaotic and uncertain way that fire develops.

Based upon the author's experience, he has noted that many volunteer firefighters who become career firefighters take on negative attitudes toward volunteers. It is the author's conclusion that the attitude shifts result from the need to cope with prevailing social norms which conflict with the individuals attitudes and beliefs about volunteer firefighters. Dealing with such attitude shifts is becoming more important in light of the growing popularity of combined departments (employing career and part-time firefighters). The firefighters unions have exploited the negative attitudes toward volunteers as a defense against such organizational changes. Understanding why and how these attitudes change may help fire department leaders who want to augment their career department with volunteers, or vice versa.

The purpose of this research study was to develop a foundation for the Elmhurst Fire Department's community risk reduction activities. By determining the attitudes of Elmhurst Fire Department members towards community risk reduction activities, and the benefits of positive attitudes in community risk reduction, the Elmhurst Fire Department will be able to develop and implement successful community risk reduction activities. This was a descriptive and evaluative research project. The research questions were: 1. What are the benefits of positive attitudes in community risk reduction activities? 2. What are the attitudes of Elmhurst Fire Department members towards current community risk reduction activities? 3. What can the Elmhurst Fire Department do to get more firefighters involved in community risk reduction activities? The procedures included two personal interviews with experts in the field of attitudes in the workplace for their views on how positive attitudes effect outcome: Dr. Thomas Sawyer of Elmhurst College for the academic view on attitudes in the workplace, and Greg Puchalski the Vice President of Human Resources for the United States Gypsum Corporation for his views on the application of positive attitudes in the workplace. The procedure also included developing a feedback form for measuring the attitudes of the members of the EFD, the distribution of the feedback form to all department members, and the calculation and analysis of the feedback form results. The results were: Both personal interviews emphasized the importance and benefits of identifying and clarifying the attitudes of the organization. Knowing the attitudes of the organization when developing a community risk reduction activity will improve its chances of being implemented successfully and should improve organizational performance. The study developed a feedback form used for auditing the attitudes of the EFD. The feedback form identified that most members of the EFD agree the current community risk reduction activities are important and result in positive outcomes, that the school fire safety programs and the fire inspection programs should be mandatory for the Elmhurst Fire Department, and that money/benefits, helping the community, a sense of duty, and the prevention of loss of life or injury most greatly impact the decisions of EFD members to participate in community risk reduction activities. The recommendations, based on this study, were the EFD should share the results of the feedback form with all department members. The EFD should develop a committee made up of all facets of the department to analyze current community risk reduction activities. The committee based on the input from all department members should make recommendations on improving existing programs and the development of new community risk reduction activities. Also, when soliciting participation in new or existing activities the EFD should emphasize the incentives identified by the EFD members. [STAR#: 132627].
