In addition, it noted that there was a lack of agreement on the definition of "ED" and that mission fragmentation and program overlap existed among FP that support ED. This report: (1) identifies FP that more directly fund ED activities, including the level of financial support that they provide; and (2) compares selected aspects of these FP, such as program applicants, to identify areas of potential overlap. The report also provides a broad discussion of the potential role of the Government Performance and Results Act of 1993 in addressing overlap among FP.
