Book excerpt: A survey of city and county police agencies with 500 or more sworn officers formed the basis of an analysis of current practices regarding the recruitment, selection, and police academy and field training of police officers in the United States; comparisons are made with approaches used in the United Kingdom. Responses came from 72 of the approximately 80 departments surveyed. Information was gathered on the population and ethnic composition of the area served, social problems, crime rates, police employment and expenditures, the characteristics of the police force, methods of recruitment, applicants and selection procedures, time devoted to training in each subject area, and the characteristics of field trainers and training programs. Results showed that police agencies in the United States have diverse organizational structures and procedures in contrast to the situation in the United Kingdom. However, societal changes and resource limitations make it crucial for police managers to establish regular communication to share knowledge, experience, and data. National organizations, university criminology departments, and other channels exist to promote this communication. A computerized database containing information from each police agency would be a useful way to promote this communication. Tables, survey instrument, and addresses of responding agencies.

Book excerpt: State-of-the-art review of entrance qualifications, selection practices, and mandated minimum standards for law enforcement personnel and an analysis of their discriminatory effects and job relatedness. This study involved a review of literature on selection standards, a pilot survey of eleven law enforcement agencies, a questionnaire survey of all Ohio law enforcement agencies at the state and local levels, and interviews and discussions with local and state agencies, professional associations, elected state representatives, and non-police consultants. This report covers the following areas: state mandated minimum selection standards, legal aspects of police entrance qualifications, personnel and related functions (salary, manpower, civil service, etc.), the selection sequence, recruitment and application, physical requirements, aptitude and character requirements, ranking candidates, and training and probation. Some of the major survey findings were that females comprised only 1.6 percent of full-time sworn personnel in the 241 jurisdictions responding to the questionnaire, 81 percent of the jurisdictions had minimum age requirements, 62 percent utilized written examinations in the selection process, 89 percent indicated citizenship as an employment, and 71 percent indicated that applicants had to meet a residency requirement. Only five percent of the responding agencies indicated that they considered compensating factors in lieu of meeting other requirements. It is recommended that Ohio is in need of a number of mandated minimum selection standards to insure a minimum qualification level of all police personnel. Specific suggestions are made on the development, enactment, and focus of standards, enforcement, higher standards, the selection process, and basic training. The appendix contains a copy of the survey questionnaire, a list of the participating agencies, selected statutes from states with minimum selection standards. A bibliography on the legal aspects of the polygraph, and supplemental and/or supporting study data. A thirteen-page bibliography is provided.

Those who had not responded within a reasonable time were sent a follow-up questionnaire. In the final analysis, we tallied 1,323 responses or 49.3% of those surveyed. This guide is divided into two sections. Section 1 is the data itself. Section 2 is the reference list of all the agencies surveyed.

In a rapidly changing environment and with the increased customer demands, it is not likely that a company or organization that ignores its environment and overlooks revising its policies including recruitment would survive or sustain efficiency. This study identifies the determinants involved in recruitment and selection practices in law enforcement agencies and their importance to the rapidly changing profession in the US. This study examines the logic behind recruitment practices and how they effect decisions in police departments. The moving point to research these arguments is analyzing the selection techniques used in police departments. Unlike other studies that focus on analyzing which selection method(s) is best in predicting how to recruit good police officer (for a compilation of such studies on law enforcement selection, a good resource is "Research in Law Enforcement Selection" by Michael G. Aamodt), this study tries to understand what factors affect using more or less selection tools assuming that using more diverse selection tools helps identify more aspects of an individual which in turn serves police departments better to have more qualified officers. The findings from this research suggest that police departments are aware of the importance of external forces and value organizational change and as such they adapt their structures including their recruitment policies to external demands. At the same time, some internal factors also seem to have a significant role in recruitment decisions.
