Book excerpt: The vision for parent involvement presented in this document supports the California State Board of Education's policy initiative on parent involvement. Adopted in January 1989, the initiative includes a policy that encourages school districts and schools to implement long-term, comprehensive programs that build on the strengths of families. The following six types of parent involvement are identified: (1) help parents develop parenting skills; (2) provide parents with knowledge of home-learning techniques; (3) provide access to and coordinate community and support services for children and families; (4) promote clear school/family communication; (5) involve parents in instructional and support roles; and (6) support parents as decision-makers and leaders. Following the mission statement, individual sections discuss each of the home-learning goals of parent involvement programs, present supporting research findings, examine state and local implementation strategies, and list outcomes expected by the year 2000. The program goals include the following: public awareness and support; policy development and program planning; implementation; teacher and administrator training; parent and community training; teacher incentives; early interventions; and accessing resources. Appendices contain a checklist for quality criteria, information on Chapter 16 programs to encourage parent participation, and a list of publications available from the California Department of Education. Book excerpt: This study investigated a district magnet program that required high levels of actual parental involvement. The district that houses this program uses Epstein's framework of parent involvement to reach out to all families. The research sought to match parent responses with the magnet program expectations and the Epstein framework. Interviews were conducted and completed with twenty-four participants including diverse backgrounds. Particularly sought after were parents from different ethnic groups and gender within two separate middle schools. The research also endeavored to learn how the district school choice program forced parents to navigate their child's enrollment, whether at the elementary school or middle school levels. My findings suggested that the parents in this study fit into more than one framework. During the study, two more frameworks emerged that better place parent engagement with the student choice program along with that of Epstein. My working hypothesis was that a "one size fits all" parent involvement framework does not exist for parents who chose this magnet program. My study suggests that school districts need to reach out to all parents in whatever form works for both parties: the parents and school programs. School districts are charged with developing the flexibility needed to meet families where they are and provide support necessary to sustain higher levels of parent involvement. This action will lead to more success in the familial journey through their child's educational experience.

Book excerpt: This study examines school level differences on different dimensions of teacher-rated parent involvement and school climate while adjusting for age, gender, ethnicity, how certified, and number of years teaching. Two hundred twenty-four elementary teachers from existing data and 178 teachers at the middle school level provided information on their perceptions of parent involvement and school climate. Elementary school teachers were recruited from districts located in Texas and California. Middle school teachers were recruited from suburban school districts located in Southeast and Southwest Texas. Teachers rated questions on the parent involvement and school climate surveys as either: strongly agree, agree, disagree, or strongly disagree. The nine research hypotheses generated for this study were partially supported by the data. As predicted, there was a difference between elementary and middle schools on how they perceive school climate. The data also supported the hypothesis that both Title I and non-Title I middle schools would find parent centers important for getting parents involved. Experience and school level also predicted how teachers perceived school climate. However, contrary to prediction, there were no significant differences between elementary and middle school teachers on how they perceived parent involvement. There also were no significant differences between elementary and middle school on the parent involvement scale when age, ethnicity, gender, school level, experience, and how certified were used as moderating variables. The same can be said for school climate when age, gender, ethnicity, and how certified were used as moderating variables. Several questions were analyzed separately between Title I and non-Title I middle schools and there were no differences for Title I status. Overall, current results indicated similarities between elementary and middle teachers. Similarities also existed between Title I and non-Title I middle school teachers. Explanations, implications for practice, and future research are discussed.

Book excerpt: The purpose of this qualitative case study was to gain a better understanding of what parental involvement means to parents and what influences them to become involved in a school. Joyce Epstein's Six Types of Parent Involvement Typology provided a guiding framework to assess terms and categories commonly used in parent involvement research. This study was guided by two research questions: What does parental involvement mean to parents? What influences parents to engage in parent involvement? The researcher conducted interviews, focus groups, and took field notes as primary sources of data to answer the two reserach questions.The researcher interviewed six parents that were both male and female parents of students in grades 6-8 who attended either East Hickory Heights Middle School or Rockhill Middle School. Rockhill Middle School made Adequate Yearly Progress (AYP) and East Hickory Heights Middle School did not make Adequate Yearly Progress (AYP) for the 2008-2009 school year. The two selected middle schools were located in the Riverwood Schools District. Findings from this study indicated that to increase parent involvement in middle schools, school districts and school administrators should involve parents in the decision-making process and develop collaborative practices that will allow parents and schools to communicate and collaborate more effectively together. Additionally, school districts and school administrators should revisit parent involvement programs and activities that were implemented at the elementary school level to increase parent involvement at the middle school level. Research-based parent involvement strategies will allow the Riverwood Schools District to increase parent involvement and participation in any of the six parent involvement strategies suggested by Epstein. Additionally, implementation of research-based parent involvement practices can potentially increase academic success for students at the middle school level. .

Book excerpt: Parent involvement in public schools became an educational reform issue of national importance in 1998 with the passage of Goals 2000: Educate America Act. Goal #8 called for every school to promote partnerships with parents. National Standards for Parent/Family Involvement were developed through the National Coalition for Parent Involvement in Education, with representation from the many national education stakeholder organizations. For decades, research had indicated the critical link between student success and parent involvement. At the national level, stakeholders collaborated to define parent involvement, as well as, the roles and responsibilities for parent involvement in day-to-day classroom activities, local policy, and individual initiatives. However, national efforts to institutionalize parent involvement with scripted language calling for reform or change within the complex, loosely coupled, tangled hierarchies of the open organizational system of public schools needed to be examined in light of its relevance for understanding the relationships, interactions, and interpretations of local stakeholders.
