Book excerpt: The Task Force on Public Service Values & Ethics, one of nine task forces established by the Privy Council, produced a report called "A Strong Foundation" which is summarized in this publication. The purpose of that report was to help the public service think about and, in some cases, rediscover and understand its basic values, and to recommit to and act on those values in all its work. The summary outlines the issues and values discussed by the task force and reviews its observations and conclusions with regard to the following: democratic values and accountability; civil service employment and values; the public administration perspective (top-down) versus the public management perspective (bottom-up), or old versus new values; new ethical challenges; leadership in a time of change; core values for the public service; adoption of a statement of principles; and dialogue as a means of countering scepticism.
