Book excerpt: The strategies and tactics used by governments to counter terrorism and insurgency vary widely, from highly visible declarations of states of siege, for example, to less visible measures such as covert operations. In the absence of a national plan, the individual application of selected tactics and policies can do more harm than good. Governments must develop a plan that acknowledges all the elements of a counterterrorism or counterinsurgency campaign. There are four elements, used singly or in combination, that successful campaigns contain regardless of geographic regions, time periods, and political systems: (1) command and coordination; (2) effective antiterrorist legislation combined with measures to build public trust and support; (3) coordination within and between intelligence services; and (4) foreign collaboration amongst governments and security forces. This study examines the way these elements were applied across seven case studies, draws conclusions about the relative utility of different elements under various circumstances, and makes suggestions for future counterinsurgency and counterterrorism campaigns. The case studies include the three key British counterterrorist/counterinsurgency campaigns of the 1940s and 1950s involving Malaya, Kenya, and Cyprus; the more recent struggle in Northern Ireland; the 1965-1980 Rhodesian conflict; and the counterterrorist experiences of Germany and Italy during the 1970s and 1980s.

Countering Terrorism and Insurgency in the 21st Century analyzes the most significant dimensions of combating terrorism, including considerations of strategic and tactical issues (hard power, soft power, and counterintelligence); the need to thwart sources and facilitators (weak governments, ill-conceived foreign policy, and trafficking in drugs, guns, and humans); and the incorporation of lessons learned thus far from combating terrorism around the globe. Since the dawn of the new millennium, combating terrorism has become a primary focus of security professionals throughout the world. The attacks of September 11, 2001, inaugurated a new global era of counterterrorism policy and activity, led by the United States, while many countries—from Algeria and Spain to Sri Lanka and Indonesia—have redoubled their efforts to combat their own indigenous terrorism threats. In the Unites States, the counterterrorism goals identified in the National Strategy for Combating Terrorism (2006) can only be achieved through significant multinational cooperation. These goals are to advance effective democracies as the long-term antidote to the ideologies of terrorism; to prevent attacks by terrorist networks; to deny terrorists the support and sanctuary of rogue states; to deny terrorists control of any nation they would use as a base and launching pad for terror; and to lay the foundations and build the institutions and structures we need to carry the fight forward against terror and help ensure our ultimate success. At this point in the development of the global counterterrorism efforts, it is particularly important to pause for reflection on a number of critical questions. What do we know about effectively countering terrorism? What are the characteristics of successful or unsuccessful counterterrorism campaigns? What do we need to learn in order to do this better? Countering Terrorism and Insurgency in the 21st Century addresses these and related questions, contributing to national security policy as well as to our understanding of the terrorist threat and how it can be defeated. Volume 1: Strategic and Tactical Considerations examines issues of hard power, soft power, and intelligence/counterintelligence. Volume 2: Sources and Facilitators covers state failure, border controls, democracy promotion, networks and trade and trafficking, and societal issues. Volume 3: Lessons Learned from Combating Terrorism and Insurgency includes case studies of counterterrorism operations (e.g., the hijacking of the Achille Lauro, the 1993 bombing of the World Trade Center, and the capture of key terrorist suspects like Ramzi Youssef and Khalid Sheikh Mohamad); and case studies of long-term efforts to combat terrorism (e.g., the Basques in Spain, the Tamil Tigers in Sri Lanka, Israel's struggle against Palestinian terror organizations, Peru and Sendero Luminoso, and Japan and Aum Shinrikyo).

Book excerpt: The single greatest national security question currently facing the U.S. National Command Authority is how best to counter violent extremism. The National Command Authority has four broad strategies through which it may employ military forces to counter violent extremism: counterinsurgency, counterterrorism, support to insurgency, and antiterrorism. The Long War is anticipated to continue for decades, perhaps generations. Thus, it is imperative to select the best strategy or strategies for employing military forces. Based on historical lessons in combating terrorism, the best strategy is efficient and sustainable and avoids overreacting, acting incompetently, or appearing to be either over reactive or incompetent. Counterinsurgency is neither efficient nor sustainable from a military, economic, or political perspective. It is a high risk strategy because it is a large, highly visible undertaking through which the United States may easily overreact, act incompetently, or be perceived as overreacting or being incompetent. Counterterrorism, support to insurgency, and antiterrorism are each both efficient and sustainable from a military and economic perspective. These three strategies each have inherent political concerns, hazards, or constraints. However it is considerably less likely that the United States will overreact, behave incompetently, or be perceived as overreacting or being incompetent through engaging in one or more of these three strategies than by engaging in counterinsurgency. Support to insurgencies is economically and militarily efficient and sustainable, but it carries substantial political risks. Thus, an overall strategy combining counterterrorism and antiterrorism is the best means of employing military forces to counter violent extremism.

The COIN model is applied to the war on terrorism based on the al Qaeda Network and the United States vision and mission for the conflict. Conclusions from the analysis are broken down into ten recommendations for the U.S. strategic framework for approaching the war. The final chapter addresses the utility provided by the insurgency/counterinsurgency framework as applied to the war on terrorism.
