Book excerpt: The full story of the first and only time American and Soviets fought side-by-side in World War II At the conference held in in Moscow in October 1943, American officials proposed to their Soviet allies a new operation in the effort to defeat Nazi Germany. The Normandy Invasion was already in the works; what American officials were suggesting until then was a second air front: the US Air Force would establish bases in Soviet-controlled territory, in order to "shuttle-bomb" the Germans from the Eastern front. For all that he had been pushing for the United States and Great Britain to do more to help the war effort--the Soviets were bearing by far the heaviest burden in terms of casualties--Stalin, recalling the presence of foreign troops during the Russian Revolution, balked at the suggestion of foreign soldiers on Soviet soil. His concern was that they would spy on his regime, and it would be difficult to get rid of them afterword. Eventually in early 1944, Stalin was persuaded to give in, and Operation Baseball and then Frantic were initiated. B-17 Flying Fortresses were flown from bases in Italy to the Poltava region in Ukraine. As Plokhy's book shows, what happened on these airbases mirrors the nature of the Grand Alliance itself. While both sides were fighting for the same goal, Germany's unconditional surrender, differences arose that no common purpose could overcome. Soviet secret policeman watched over the operations, shadowing every move, and eventually trying to prevent fraternization between American servicemen and local women. A catastrophic air raid by the Germans revealed the limitations of Soviet air defenses. Relations soured and the operations went south. Indeed, the story of the American bases foreshadowed the eventual collapse of the Grand Alliance and the start of the Cold War. Using previously inaccessible archives, Forgotten Bastards offers a bottom-up history of the Grand Alliance, showing how it first began to fray on the airfields of World War II.

It concentrates on the conflicts enveloping the attitude to the past from the late seventeenth to the early twentieth century. The background argument is that the way the process of secularization occurred in one particular religious context, the Roman Catholic one, was determinative for the possibility of something such as secular culture, and hence for both the modem secular attitude to the past and the modem religious one. In recent years a spate of scholarship has suggested that the expanded version of Weber's theory, according to which modernity is a consequence of Protestan tism, is not quite accurate. Robert Merton modified this theory to argue that modem natllral science originated in the context of seventeenth-century 1 Protestant England. Against this position, many scholars have investigated 2 origins for the development of science in Catholic countries. The development of natural science, however, is not the whole story of the development of modem secular culture, even if the story of that development is restricted to the development of knowledge. Our modem universities are organized around the division between humanities and natural sciences, and it can be thought that this process of modernization or secularization affected the humanities no less than the sciences.

Book excerpt: Throughout his presidency, Franklin Roosevelt was determined to pursue a peaceful accommodation with an increasingly powerful Soviet Union, an inclination reinforced by the onset of world war. Roosevelt knew that defeating the Axis powers would require major contributions by the Soviets and their Red Army, and so, despite his misgivings about Stalin's expansionist motives, he pushed for friendlier relations. Yet almost from the moment he was inaugurated, lower-level officials challenged FDR's ability to carry out this policy. Mary Glantz analyzes tensions shaping the policy stance of the United States toward the Soviet Union before, during, and immediately after World War II. Focusing on the conflicts between a president who sought close relations between the two nations and the diplomatic and military officers who opposed them, she shows how these career officers were able to resist and shape presidential policy-and how their critical views helped shape the parameters of the subsequent Cold War. Venturing into the largely uncharted waters of bureaucratic politics, Glantz examines overlooked aspects of wartime relations between Washington and Moscow to highlight the roles played by U.S. personnel in the U.S.S.R. in formulating and implementing policies governing the American-Soviet relationship. With his death, anti-Soviet factions rushed into the policymaking vacuum to become the primary architects of Truman's Cold War "containment" policy. A case study in foreign relations, high-level policymaking, and civil-military relations, FDR and the Soviet Union enlarges our understanding of the ideologies and events that set the stage for the Cold War. It adds a new dimension to our understanding of Soviet-American relations as it sheds new light on the surprising power of those in low places.
