Book excerpt: Excerpt from A Speech on Some Political Topics: The Substance of Which Was Intended to Have Been Delivered in the House of Commons, on Monday the 14th of December, 1778, When the Estimates of the Army Were Agreed to in the Committee of Supply The substance of the following Speech was partly conceived before, and partly during the Debate, to which it refers. Some circumstances, of no import to the Reader, prevented its being delivered at the time. Immediately upon coming home from the House, the Author committed the principal heads and outlines of it to writing; and has occasionally employed his leisure time since in extending and drawing them out in that free stile of discourse, in which he would have addressed the Speaker of the House of Commons. In that form it is now submitted to the public judgment, with the addition of some Notes and Illustrations. Circumstances being still the same as then, he presumes the topics discussed are still equally in season. The gulf between what political leaders say and do seems to be widening, and in democratic societies around the world, contributing to an atmosphere of cynicism and apathy among the citizenry. Understanding the characteristics and functions of speech in policy processes is a requirement for trying to overcome this problem; indeed, politicians and bureaucrats spend a good proportion of their time and resources discoursing, i.e., writing, speaking, and publishing. However, there has been scant analysis of political discourse; the aim of this book is to fill this analytical gap, by exploring political speech from a variety of perspectives, including normative, epistemological, and empirical. Incorporating insights from economics, political science, philosophy, and law, and evidence from the United States, Canada, France, Italy, Turkey, and the EU, the book addresses a wide variety of timely issues, including:. Fiscal discipline in speeches vs budget balance: Is an improvement (deterioration) of the budget balance preceded by a more (less) fiscally disciplined discourse? Revenues and spending forecasted in budget speeches vs realised budget outcomes: Is there a systematic bias? If so, how can we explain it? Electoral pledges vs actual realisations: Do governments follow up on their electoral pledges? Ideological stance in party publications vs spending and revenues of party governments: Do parties of the right and the left speak different languages? How can we validly classify a government as of the left or of the right? Is there a systematic difference between governments of the right and of the left in terms of their policy? Speeches by central bank officers vs monetary policy: Can changes in monetary policy be predicted by official speeches? The political business cycle: How can taking into consideration the speech-action relationship strengthen (or threaten) our knowledge about electoral and partisan cycles in public spending? Other questions explored include: Should policy makers always tell the truth and all the truth? What are the benefits and the costs of transparency? How can we resolve the apparent contradiction between the democratic demand for transparency and the efficiency requirement of secrecy in many policy areas (budget preparation, monetary policy, foreign policy, security, etc.)? Under which conditions is secrecy acceptable in a democratic society? To what extent may deception and lies lead to a breach of trust or to power abuse? What are the most efficient institutional mechanisms to prevent such abuse? Collectively, the authors present new insights for understanding political process and government activity, and suggest avenues for further research.

I freely admit that we cannot stand upon that alone. I freely admit that we can neither win success nor deserve it unless we are right upon the issues of the present, but I insist that, with a party as with a man, character is an all-important thing. I know that we as a party must not only point backward with pride, but also forward with promise and hepe; but still it remains true that before you can safely trust a party with the exercise of power you should be well assured of its patriotism, its devotion to the Consti tutien and the Union, - in a word, that it is inspired and controlled by men whose aspirations have been in the past and will be in the future in the direction of liberty, jus tice, equal rights, and the very best interests of all the peo ple. How are you to judge of this? Undoubtedly, by ref erence to what the party has done in the past. I speak not now of particular individuals, but I utter a truism when I say, speaking of political organizations, that a party with a record of patriotism and faithfulness in the past, is to be trusted now in preference to a party with a record of disloy alty and unfaithfulness. The party that stood by the country in the hour of peril, when the Union and all that it repre sents were in issue; the party that stood for freedom and against slavery, for the government and against rebellion, for the war for the Union and against surrender - that stood for the right and maintained it, and carried the country to final victory under the banner of liberty and union, is enti tled to the profound gratitude and confidence of the Ameri can people. And all this is true, notwithstanding the fact of which we are so often reminded by our Democratic friends, that the war is over, the Union saved, and slavery dead. It is all true, notwithstanding the fact, if it be a fact, as I think it is, that no considerable number of persons, North or South, would revive slavery, renew rebellion, or dissolve the Union, if they could. It is true Simply for the reason that men and parties are entitled to confidence and praisefor good public service, for great and patriotic actions, and for faithfulness in hours of public peril. Book excerpt: Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.

It has also led many voters to seek out politicians who engage in “straight talk,” out of a hope that sincerity signifies a dedication to the truth. While this is an understandable reaction to the degradation of public discourse inflicted by political hype, Elizabeth Markovits argues that the search for sincerity in the public arena actually constitutes a dangerous distraction from more important concerns, including factual truth and the ethical import of political statements. Her argument takes her back to an examination of the Greek notion of parrhesia (frank speech), and she draws from her study of the Platonic dialogues a nuanced understanding of this ancient analogue of “straight talk.” She shows Plato to have an appreciation for rhetoric rather than a desire to purge it from public life, providing insights into the ways it can contribute to a fruitful form of deliberative democracy today.
