Book excerpt: If the surface of Turkish politics has changed dramatically over the decades, the vocabulary for sorting these changes remains constant: Europe, Islam, minorities, the military, the founding father (Atatürk). This familiar vocabulary functions as more than a set of descriptors of institutions, phenomena, or issues to debate in public. These five primary “figures” emerge from national identity, public discourse, and scholarship about Turkey to represent Turkish history and political authority while also shaping history and political authority. These figures unify disparate phenomena into governable categories and index historical relations of power that define Turkish politics. As these concepts circulate, they operate as a shorthand for complex networks and histories of authority, producing and limiting ways of knowing Turkish modernity, democracy, and political culture. These figures not only are spoken and discussed in public, but they also produce the context into which they are projected, in a sense speaking on their own. Figures That Speak explores the diverse mobilization and production of history and power in the primary figures that circulate in discourse about Turkey.

Book excerpt: As it became evident that the Allies were winning World War II, Turkish policy-makers struggled to achieve their objectives in the shifting circumstances of wartime diplomacy. Edward Weisband's detailed description of Turkish foreign policy from 1943 to 1945 reveals that it was complicated by the fact that its two principal aims dictated contradictory positions. The first aim was the priority of peace over expansionism—this implied a noninterventionist policy. On the other hand, the belief that the Soviet Union represented the primary threat to the security of the Republic often made intervention to contain Russia seem necessary for national defense. Turkish officials became determined to influence the postwar settlement towards an equilibrium among the great powers that would limit Soviet expansionism, which the Turks assumed they could not do alone. Consequently, they were among the first to envision the contours of the Cold War. After outlining the historical origins of the ideology that lay behind Turkish diplomacy, the first part of the book concentrates on the policy-making process in Ankara and assesses the relative influence of individual leaders and institutions. The second part analyzes both Turkey's responses to the exigencies of war and the general nature of small state diplomacy. Originally published in 1973. This material is used to build up a detailed and incontrovertible study of British policy, which shows the extent to which it was governed by self-interest even when support for Armenia was its most altruistic. Once Britain secured predominance in the Persian Gulf, she lost all her interest in Armenian territory and the dilemma was posed when the war ended: not only did she no longer need Armenia but also had to decide who to support in Russia. Armenia lost out on all sides and was compelled eventually to adapt herself to the policies of the surrounding countries. This is an interesting read for scholars and researchers of international relations and international political history.

As mounting threats to imperial survival necessitated dynamic responses, ethnolinguistic and religious identities inspired alternative strategies for engaging with modernity. A radical, secularizing current of change competed with a conservative, Islamically committed current. Crises sharpened the differentiation of the two streams, forcing choices between them. The radical current began with the formation of reformist governmental elites and expanded with the advent of 'print capitalism', symbolized by the privately owned, Ottoman-language newspapers. The radicals engineered the 1908 Young Turk revolution, ruled empire and republic until 1950, made secularism a lasting 'belief system', and still retain powerful positions. The conservative current gained impetus from three history-making Islamic renewal movements, those of Mevlana Halid, Said Nursi, and Fethullah Gulen. Powerful under the empire, Islamic conservatives did not regain control of government until the 1980s. By then they, too, had their own influential media. Findley's reassessment of political, economic, social and cultural history reveals the dialectical interaction between radical and conservative currents of change, which alternately clashed and converged to shape late Ottoman and republican Turkish history.
