Available in PDF, EPUB and Kindle. Book excerpt: Memories, both in individual and collective form, still have a significant impact on how people relate to political processes in Europe today. While much has been written about top-down attempts by states and political actors to mould people's memories of the past through public commemoration, textbooks or monuments, this volume takes a view from below by focusing on different types of societal actors and the ways in which they interact with the political world in order to influence collective memory. Presented within a comprehensive conceptual framework, the empirical cases focus on three countries of the former Soviet Union: Estonia, Latvia and Lithuania. They show that different or even antagonistic perceptions of the recent past not only appear between different ethnic groups, but also between socio-economic groups, different age groups or generations as well as between women and men. Moreover, they give an impressive account on the multiple ways in which these perceptions empower individuals and groups to seek greater influence in the construction of collective memory. The volume, therefore, not only provides a valuable and fresh perspective on the relationship between social memory and democratic politics, but also contributes to post-Communist regional studies in the enlarged European Union. This book was published as a special issue of the Journal of Baltic Studies.

The book also engages with 'transitology' over the usefulness of comparative studies of transitions in regions that underwent only political reforms, and those that had 'quadruple transitions', implying simultaneous democratic and market reforms, as well as state and nation building. A comparative study of Serbian and Russian diasporas focuses on why ethnic Serbs and Russians living outside Serbia and Russia reacted differently to the disintegration of Yugoslavia and the USSR. The book dissects the writing of Russian and Soviet history that continues to utilize imperial frameworks of history, analyzes the re-writing of Ukrainian history within post-colonial theories, and discusses the forging of Ukraine's identity within theories of 'Others' as central to the shaping of identities. The collection of articles proposes a new framework for the study of Ukrainian nationalism as a broader research phenomenon by placing nationalism in Ukraine within a theoretical and comparative perspective.

Book excerpt: The notion of empire is associated with economic and political mechanisms of dominance. For the last decades, however, there has been a lively debate concerning the question whether this concept can be transferred to the field of linguistics, specifically to research on situations of language spread on the one hand and concomitant marginalization of minority languages on the other. The authors who contributed to this volume concur as to the applicability of the notion of empire to language-related issues. They address the processes, potential merits and drawbacks of language spread as well as the marginalization of minority languages, language endangerment and revitalization, contact-induced language change, the emergence of mixed languages, and identity issues. An emphasis is on the dominance of non-Western languages such as Arabic, Chinese, and, particularly, Russian. The studies demonstrate that the emergence, spread and decline of language empires is a promising area of research, particularly from a comparative perspective.

Book excerpt: Soviet postcolonial studies is an emerging field of critical inquiry, with its locus of interest in colonial aspects of the Soviet experience in the USSR and beyond. The articles in this collection offer a postcolonial perspective on Baltic societies and cultures - that is, a perspective sensitive to the effects of Soviet colonialism. The colonial situation is typically sustained by the help of colonial discourses which carry the pathos of progress and civilization. In Soviet colonial discourse, the pathos of progress is presented in terms of communist value systems, which developed certain principles of the European Enlightenment and rearticulated them through Soviet ideology. This collection explores the establishment of Soviet colonial power structures, but also strategic continuities between Soviet and Tsarist rule and the legacy of Soviet colonialism in post-Soviet Baltics. Soviet norms and rules, imposed upon the Baltic borderlands, produced new forms of transculturation, gave birth to new cultural 'authenticities, ' and developed complex entanglements of colonial, modern and national impulses. Analyses of colonial patterns in Soviet and post-Soviet Baltic societies helps bring us closer to understanding the Soviet legacy in the former Soviet borderlands and in present-day Russia. The chapters were originally published in a special issue of the Journal of Baltic Studies.

It is a frightening realisation that not even ten years after the fall of the Berlin Wall, the subsequent dissolution of the Soviet Empire and the democratisation and economic transformation of most of the old Soviet-dominated Central and Eastern Europe, fissures have appeared that threaten to undo some of what has been accomplished in terms of East-West rapprochement. The immediate crisis over Kosovo may well have been resolved by the time this is being read. However, it is hard to escape a foreboding that some of the mutual ill will between Russia and the Western powers that has surfaced in the wake of that conflict may linger for years to come. It is therefore imperative that Russia and the Western powers sit down to discuss what can be done to avoid similar conflicts in the future and how to overcome mutual recriminations so that they do not harden into new political front lines between East and West in Europe. The recent developments make the promotion of integration in the NEBI area even more urgent. So far this process has been based on two equally impor tant platforms: economic integration and political integration, including mea sures to dismantle old conflict potentials.

Book excerpt: The Soviet Union is often characterised as nominally a federation, but really an empire, liable to break up when individual federal units, which were allegedly really subordinate colonial units, sought independence. This book questions this interpretation, revisiting the theory of federation, and discussing actual examples of federations such as the United States, arguing that many federal unions, including the United States, are really centralised polities. It also discusses the nature of empires, nations and how they relate to nation states and empires, and the right of secession, highlighting the importance of the fact that this was written in to the Soviet constitution. It examines the attitude of successive Soviet leaders towards nationalities, and the changing attitudes of nationalists towards the Soviet Union. Overall, it demonstrates that the Soviet attitude to nationalities and federal units was complicated, wrestling, in a similar way to many other states, with difficult questions of how ethno-cultural justice can best be delivered in a political unit which is bigger than the national state.
