Book excerpt: The context for this book lies in the trust relationships that American military professions must retain with the society they serve if they are to remain professions. Of course, the alternative without such trust is for the Services simply to revert to the character and behavior of a government occupation, a big bureaucracy like the Internal Revenue Service or the Department of Agriculture. But to remain professions, one of the constant challenges the Stewards of the Professions must address is "how different and how separate" they are to be from the society they serve. Stated differently, as the values and mores of American society change, the ethics of its military professions must also evolve, but never so much that such evolution diminishes their military effectiveness-their raison-d'etre and the source of the trust relationship in the first place. As noted in the Foreword, as the values of American society have changed in the past, in most cases, e.g., racial integration, abortion, smoking as a health issue, the service of gays in the military, gender roles, etc., those changes have eventually had a strong influence on the culture of the military professions and, in particular, on the core of those cultures-the Services' Ethics.

Book excerpt: "This essay offers a proposal for the missing constructs and language with which we can more precisely think about and examine the Army's Professional Military Ethic, starting with its macro context which is the profession's culture. We examine three major long-term influences on that culture and its core ethos, thus describing how they evolve over time. We contend that in the present era of persistent conflict, we are witnessing dynamic changes within these three influences. In order to analyze these changes, we introduce a more detailed framework which divides the Ethic into its legal and moral components, then divide each of these into their institutional and individual manifestations. Turning from description to analysis, we also examine to what extent, if any, recent doctrinal adaptations by the Army (FM 3-0, 3-24, and 6-22, etc.) indicate true evolution in the essential nature of the profession's Ethic. Then, we present what we believe to be the most significant ethical challenge facing the Army profession -- the moral development of Army leaders, moving them from 'values to virtues' in order that they, as Army professionals, can consistently achieve the high quality of moral character necessary to apply effectively and, in a trustworthy manner, their renowned military-technical competencies."--P. x

Some examples: Religion and the Military: A Growing Ethical Dilemma - Ethical dilemmas over the issue of freedom of personal religious expression and fair treatment for all faith groups are creating conflicts within the military, both inside and outside the chaplaincies. A lawsuit filed by a group of Navy chaplains, alleging discrimination by the Chaplain Corps on the basis of their religion, is currently making its way through the courts. Recently, a few senior officers at the Air Force Academy were accused of using their position to inappropriately propagate Christian views. Given the fact that non-Judaeo-Christian religious groups are proliferating in the military, it is likely that such conflicts will continue to occur absent an intentional strategy to address this issue. This SRP will review the history of this growing dilemma and recommend ways to address it in a way that is not only fair to all concerned but upholds the American tradition of tolerance toward all religious groups and contributes to a positive command climate. The young man who knocked on my door and asked, somewhat hesitantly, "Got a minute, chaps?" seemed at first like so many others who want to talk to a chaplain but are reluctant to do so. I invited him to sit down and tell me what was on his mind. His question was one I did not anticipate. In retrospect, however, this was one of the more honest and memorable conversations I have had during my 19-plus years as a Navy chaplain. He asked, "With all due respect, sir, what am I as an atheist supposed to do when you offer a public prayer during a command function? I can't leave, and if I bow my head and participate I feel that I am being hypocritical. What do I do?" Combatant Commander Challenges and the Role of Religion and History - The challenges posed to the Commandant Commander (CCDR) in conducting operations can be captured in a thorough understanding of Joint Publication 5-0, which provides a checklist of inputs to the design, but is wanting on two key issues. First, the doctrine glosses over the significance of history by simply adding the adjective of "relevant" before the term "history". Instruments of Peace: This research project explores the extent to which religious leadership factors and actors play constructive roles in preventing war. My interest in this topic is directly related to my dual professional posture in the military. My ordination as an Elder in the African Methodist Episcopal Zion Church affirms and endorses me to serve as a commissioned chaplain in the U.S. Air Force. As a chaplain, my primary tasks involve: 1) ensuring that members understand the nature of and have full opportunity for the free exercise of religion; and 2) providing pastoral and spiritual care to members and their families.

Book excerpt: The Army's inchoate professional Ethic attempts to fill a significant gap in the Army's attempt to maintain professional status. It demonstrates the intentionality to address ethical failures by promulgating an aspirational Ethic focused on "The Trustworthy Army Profession" who has character, competence, and commitment. Is the Army Ethic sufficient for the Army profession? The Army Ethic passes screening criteria from an external literature review, which makes it a viable option as an Ethic. It also does better than the current, inaccessible Ethic with the evaluation criteria. Based on the research, the Army Ethic is sufficient for the Army profession. However, the Ethic could improve in several ways. Chapter 2 will examine existing literature on the Army Ethic, which should provide insights into the secondary questions. Chapter 3 will explain the methodology. Chapter 4 will address the secondary questions, evaluate the AE, and answer the primary question. Chapter 5 will provide recommendations for decision-makers and future researchers. There is no fully articulated, standalone Army Ethic. Because of its dispersion in oaths, creeds, national documents, and in the law, the Army Ethic is inaccessible, misunderstood, and not universally applicable. This means that Soldiers cannot easily use it to guide them in ethical decisionmaking, leaders cannot easily adjudicate ethical violations that are not illegal, and the Army cannot easily cull the profession of ethical violators or develop the profession ethically. American public opinion considers military officers one of the most trusted and ethical groups in the nation. The Army has maintained this high degree of trust in spite of recent ethical failures while deployed, in garrison, and in light of the evidence of ethical fading. While deployed, the Army has dealt with egregious jus in bello violations at Abu Ghraib, Mahmudiyah, and Panjwai. The Department of Defense Office of General Council regularly updates the Encyclopedia of Ethical Failure, which includes numerous stories about Soldiers failing to do the right thing with government resources. These ethical failures are not limited to regular Soldiers. The American public also has increasing concern about senior officer ethical violations. On one hand, because these deployment and garrison ethical violations illustrate offenses that were also illegal, a professional could easily explain them away as isolated, individual acts by people who knew better and should have done their duty. On the other hand, some see the problem as an increasing normalization of deviance. A recent study shows that "untruthfulness is surprisingly common in the U.S. military even though members of the profession are loath to admit it". Wong and Gerras attribute it to "ethical fading," the process of watering down the ethical implications of a moral decision to justify wrongdoing. The deceit they describe is not the problem of a few deviants; it is a persistent, ubiquitous problem.
