Book excerpt: Excerpt from Letters of Robert Walker: A Soldier in the Civil War of 1861-1865 In order to preserve these letters, tenderly kept by my mother for fifty-four years, up to the time of her death on January 8th, 1916, I am now having them published. The list is incomplete, as many of the letters were destroyed, but enough remain to make an interesting personal account. They are the letters of a young man with a young man's outlook on life, but they contain a great deal of historical information also. It is interesting to notice how the later letters are lacking in all nonsense, and as the war grows more fierce nothing but military news is given. The letter of March 14th, 1863, shows discouragement. There are also, in the letters indications of uncertainty regarding mail. Mrs. Martha Walker-West, of Logan, Ohio, the youngest and only living member of the immediate family, has written a short biography of the author. A print from the last photograph of the author is given on the front page. This was taken after a long hard march just before the fatal battle. The poem in the back of the book was sent home in a letter, words and music printed on a single sheet of paper. This little volume is given to friends in loving remembrance of my mother, whose life was saddened by the early death of her brother. The mass of papers, letters, and reports bearing upon them placed in my hands, convinced me that one volume should he devoted exclusively to the three years' regiments, and one to the cities and towns. There are several thousand letters in the files of the Governor, Adjutant-General, and Surgeon-General, written from the front by officers and enlisted men, which contain information both interesting and valuable; and many more arc doubtless in the possession of the families of those who served in the war. From these and other sources, material can be furnished to make an interesting volume; and it is due to the veteran regiments that it should be written. I have received new and valuable material from nearly every city and town in the Commonwealth, showing what was done by them in carrying on the war; and from this could be compiled a work which would reflect the highest honor upon the municipalities of this Commonwealth. In Germany, Switzerland, France and other European countries the problem is solved by a system of conscription or compulsory service. Every young man on arriving at proper age, unless exempted for certain cause, is required to pass thru a prescribed period of military training. In England and the United States, on the contrary, no such system exists, as compulsory service, even for a short period, would be regarded by the people with extreme aversion. Reliance is therefore placed on volunteers. Neither of these methods, however, has been found entirely satisfactory. Conscription, being generally obnoxious, and especially so in time of peace, the term of service is reduced below a safe minimum and many exemptions are obtained. The volunteer system, on the other hand, is found equally defective. In peace it fails to secure sufficient men, and in war it has to be kept alive by the payment of enormous bounties. This has been the experience of the United States since the earliest days, and in the great civil war of 1861 even the bounty system finally broke down and gave place to the draft. If, however.
