Book excerpt: A ten-year research project to understand and treat criminality has led to the development of a new test of criminal thinking, Survey of Thoughts, Feelings, and Behaviors (STFB) and a new understanding of criminality as six sets of angry distress-rejecting attitudes and behaviors on the part of offenders—behaviors that put them into conflict with society and get them in trouble with the law. This new understanding of criminality suggested the development of six different treatment programs, one for each of these six separate components of criminality, and these treatment programs were delivered in six day-long (i.e., four-and-a-half hour) large-group treatment workshops. None of those inmates who were assigned to and received three or more of these treatment workshops recidivated (i.e., relapsed into crime) within the two years following release from prison; in contrast to a control group of inmates who received none of these criminality workshops, half of whom were back in prison within two years of being released. It was concluded that this particular approach to understanding and treating criminality would seem to warrant further investigation and application.

Book excerpt: Preventing recidivism is one of the aims of criminal justice, yet existing means of pursuing this aim are often poorly effective, highly restrictive of basic freedoms, and significantly harmful. Incarceration, for example, tends to be disruptive of personal relationships and careers, detrimental to physical and mental health, restrictive of freedom of movement, and rarely more than modestly effective at preventing recidivism. Crime-preventing neurointerventions (CPNs) are increasingly being advocated, and there is a growing use of testosterone-lowering agents to prevent recidivism in sexual offenders, and strong political and scientific interest in developing pharmaceutical treatments for psychopathy and anti-social behaviour. Future neuroscientific advances could yield further CPNs; we could ultimately have at our disposal a range of drugs capable of suppressing violent aggression and it is not difficult to imagine possible applications of such drugs in crime prevention. Neurointerventions hold out the promise of preventing recidivism in ways that are both more effective, and more humane. But should neurointerventions be used in crime prevention? And may the state ever permissibly impose CPNs as part of the criminal justice process, either unconditionally, or as a condition of parole or early release? The use of CPNs raises several ethical concerns, as they could be highly intrusive and may threaten fundamental human values, such as bodily integrity and freedom of thought. In the first book-length treatment of this topic, Treatment for Crime, brings together original contributions from internationally renowned moral and political philosophers to address these questions and consider the possible issues, recognizing how humanity has a track record of misguided, harmful and unwarrantedly coercive use of neurotechnological 'solutions' to criminality. Guns also provide recreational benefits and sometimes are used virtuously in fending off or forestalling criminal attacks. Given that guns may be used for both good and ill, the goal of gun policy in the United States has been to reduce the flow of guns to the highest-risk groups while preserving access for most people. There is no lack of opinions on policies to regulate gun commerce, possession, and use, and most policy proposals spark intense controversy. Book excerpt: Proactive policing, as a strategic approach used by police agencies to prevent crime, is a relatively new phenomenon in the United States. It developed from a crisis in confidence in policing that began to emerge in the 1960s because of social unrest, rising crime rates, and growing skepticism regarding the effectiveness of standard approaches to policing. In response, beginning in the 1980s and 1990s, innovative police practices and policies that took a more proactive approach began to develop. This report uses the term "proactive policing" to refer to all policing strategies that have as one of their goals the prevention or reduction of crime and disorder and that are not reactive in terms of focusing primarily on uncovering ongoing crime or on investigating or responding to crimes once they have occurred. Proactive policing is distinguished from the everyday decisions of police officers to be proactive in specific situations and instead refers to a strategic decision by police agencies to use proactive police responses in a programmatic way to reduce crime. Today, proactive policing strategies are used widely in the United States. They are not isolated programs used by a select group of agencies but rather a set of ideas that have spread across the landscape of policing. Proactive Policing reviews the evidence and discusses the data and methodological gaps on: (1) the effects of different forms of proactive policing on crime; (2) whether they are applied in a discriminatory manner; (3) whether they are being used in a legal fashion; and (4) community reaction. This report offers a comprehensive evaluation of proactive policing that includes not only its crime prevention impacts but also its broader implications for justice and U.S. communities.

Public concern has typically centered on illegal drugs, but the drug issue today is even more complex given the impact of prescription drugs. Exaggeration has been a constant theme in the history of public policy on drugs, usually playing on public fear to demonize specific drugs and users. Some drugs are more dangerous than others. The variations in effects impact enforcement, prevention, and treatment. If we are going to criminalize drugs and drug usage, policies and penalties should be based on the relative dangerousness of a drug or class of drugs. Policies can reduce harm, create harm, or both. Our current drug policies attempt to reduce harm through law enforcement. We arrest anyone involved in drug activities under the premise of protecting society. These same policies, however, result in the incarceration of large numbers of people; they are expensive; they overburden the criminal justice system; and they have lasting consequences for those caught up in the drug war no matter how minor their offenses. Drug policies should be weighed carefully, implementing those that result in the least amount of harm to society. The editors have collected timely articles that provide perspective and a foundation for an informed approach to addressing problems associated with drug use.
