Rose, the work here presented in English was generally recognized by competent judges to be the best brief history of Napoleon that had been written. Whatever relative position would be accorded to it to-day, com pared with these biographies, it may be affirmed confidently and without invidiousness that its positive merits are to less great than formerly and that it has the relative advantage in this edition of being comprised in one volume and of being accompanied by a classified bibliography equally well adapted, within its limits, to serve as a guide to the student of Napo leonic history and as a manual for the librarian. Among the positive merits of Fournier's Napoleon I. Should be mentioned the thorough research upon which the narrative is based, the interesting, vivid, and at times dramatic style in which it is written, its broad historical spirit and impartiality of judgment, its excellent proportions, not allotting undue space to certain phases nor neglecting the civil side of Napoleon's career, and, finally, its lucid exposition of the general historical situation and of the various contending factors. These merits so strongly impressed me at the time of its original publication that I felt that a good translation would be a distinct and valuable addition to the large mass of N apo leonic literature already accessible to the English reader. Some years later I secured the author's sanction for such an under taking and entrusted the work of translation to my friend and former pupil Mr. F. H. Schwan of Cleveland. But long and cruel experience had convinced the Deputies that the slightest Symptom of criticism or of reform with regard to the Government projects, even those most unconnected with politics, only resulted in irritating their master, and in causing those matters to be ordered by decrees which ought to have been decided upon by a law. They confined themselves therefore to a dull and unvarying approbation of measures that were contrary to every principle. The Emperor had acted in this manner when, on his private authority, he ordered the canals belonging to the State to be sold, under pretext of applying the produce of such sale to the completion of the new canal works undertaken in various directions. The Legislative Body hesitated to give its approval to such an illegal alienation of so precious a portion of the State property, whereupon Napoleon passed them over by issuing simple decrees (dated May 17 and August 10, and the Legislative Body, obliged to submit, converted a measure into law which it most justly considered a spoliation of public property. Book excerpt: Excerpt from History of Napoleon I Placed in 177 7 at the military school of Brienne, Where he had Pichegru for a tutor and Bourrienne for a comrade, he applied him self assiduously to the study of history, geography, and mathematics. He was totally absorbed in the latter science and his taste for politics was even then very remarkable. De Bourrienne has furnished a lively account of his school days. He describes him as having a remarkably dark Italian complexion, quick, penetrating eyes, and a head dispro portioned to his diminutive body. He was also distinguished by his Corsican dialect, which was a source of ridicule to his companions. He soon, however, mastered the French language; but in classical and elegant literature he never acquired great proficiency. Plutarch, Tacitus, Polybius, and Arrian were his favourite authors. He was as fond of seclusion at Brienne as he had been in Corsica, and seldom associated with his fellow-students in their hours of recreation. But although he had few friends, he does not appear to have had any enemies in the school. His chief amusements consisted in the culti vation of a small plot of ground, of which one was assigned to each pupil, and in reading historical works.
