The subject has been generally approached either from the point of View of the experienced observer on the spot or of the partisan of some particular policy; my aim has been to bring out from the Parliamentary Papers how largely the present is the heritage of the past. Pace Mr H. M. Stanley, it does not follow that because we are convinced that Great Britain must remain paramount in South Africa, we need therefore refuse any sympathy to Dutch grievances, which are largely due to the mistakes and hesitations of English statesmen in the past. In a volume which deals with a long period of time and many scattered events, there are doubtless mistakes and inaccuracies. For such I would pray pardon in anticipation. During the first period the mother country, disillusioned and disappointed, left the entire control of the Colonies nominally to the Secretary of State charged With their administration, in reality to the permanent Officials in the Colonial, Ofiice. Thus ruled from Downing Street, they came to resent the interference Of Mr. -mother Country' in their concerns, and clamoured for Responsible Government as the only permanent remedy of their political, economic and social disorders. Book excerpt: Excerpt from British Colonial Policy: 1754 1765 The matter contained in this essay was collected in the course of an extensive study of the old British colonial system. At the outset of the investigation, more attention was paid to the development of the eighteenth, than to that of the preceding century; but as the work progressed, the necessity of treating the origins and establishment of the system on a larger scale became patent. Consequently, although the material for the eighteenth century was to a great extent elaborated, it appeared advisable to defer its publication until the preceding age could be more carefully investigated. As, however, it was decided at the same time to treat the entire subject apart from the controversies of the American Revolution, there exists no valid reason to refrain from publishing the results of the study of the transitional years from 1754 to 1765. The subject of the work, its exact scope and limits, are clearly indicated by the title. It is a study of British policy during the critical period of the old Empire. Thus the essay belongs distinctly to the domain of British history; but to the extent that English and American development were then inseparable, it also, but more indirectly, falls within the field occupied by American history. Book excerpt: Excerpt from A Short History of British Colonial Policy In these latter days when the plague of book-making has taken its place, along with influenza, among the blessings of an advanced civilization, the appearance of any volume, not vouched by an author of eminence, requires a word of apology. Perhaps, however, the standpoint of the present work affords it some justification. There are, of course, various books dealing with various phases of Colonial Policy, or with such policy for some particular period, but there is no book which deals with the subject systematically on historical lines, while in the regular histories the subject of policy naturally takes subordinate and incidental position. The point of view the book explains its method. Where a narrative of events is concerned, it is the duty of the author to weigh his authorities, and from them to evolve his own story; but, where we are dealing with the history of opinions, it is desirable, as far as possible, to allow the authorities to speak for themselves. This must be my excuse for a plentiful employment of quotations: there appearing little advantage in the method which makes the text a bald summary and throws the living interest of a book into its footnotes. Book excerpt: Excerpt from British Colonial Policy in the 20th Century About a quarter of a century ago, greatly daring, I sought to cover the whole field of British Colonial Policy in a single volume. If I had, at the time, read as much on the subject as I have had occasion to read in subsequent years, I might have shrunk from the attempt. Still, in spite of faults both of omission and commission, of which no one is more conscious than its author, the book was found to meet a want, and up to the present day still finds readers, not least, I am glad to recognize, in the Dominions. It has, therefore, seemed desirable to deal with the more recent history, though in a somewhat more intensive manner. I am well aware of the lions that stand in the path of a writer who attempts to treat of Dominion politics without a firsthand and intimate knowledge of those great communities. But, on the other hand, not every one has the necessary time and money at his disposal to make a personal investigation; and, ignorant as we in Great Britain may be of Dominion matters, the ignorance in one Dominion about what is happening in another is, I understand, yet more striking; so that a general conspectus of imperial policy is at least as difficult for a Canadian or Australian as it is for a mere Englishman. I have sought to atone for my ignorance of Dominion conditions by calling in aid the ipsissima verba of their statesmen and politicians, as reported in the Hansards. A Dominion minister may be expected to prophesy smooth things under the genial influence of an enthusiastic reception in Great Britain; but what he says in his own Parliament, when he is facing the music of an alert and critical Opposition, cannot but throw light on the trend of national opinion. An apology is due for dealing, however briefly, with the well-worn theme of the probable character of the future relations between Great Britain and the Dominions; but the somewhat different standpoint from which the question is approached will, I trust, prevent what is said being a mere replica of what can be found in other books, some of no little ability.
